Koniag Government Services is in search of a dynamic and experienced Director of Capture Solution Development role within our organization. The position requires a focus on leading a disciplined pre-proposal/capture process for strategic priority bids, involving close collaboration with Opportunity Owners (Growth and Ops) to ensure effective solution development and bid success. This role is crucial in driving the development of competitive and compelling proposals to secure key government contracts. This 100% remote position will report to our VP of Proposal and IDIQ Operations and will be instrumental in shaping the direction of our capture efforts and maximizing bid win rates.

Primary responsibilities will include:

  • Leading Opportunity Owners through a structured pre-proposal/capture process for 8-12 strategic bids concurrently

  • Conducting Pre-Proposal Workshops to define the overall Solution/Approach for each bid, capturing relevant information in organized worksheets

  • Facilitating and tracking Pre-Proposal Meetings, ensuring alignment on actions and deliverables to support Proposal Managers

  • Participate in Color Reviews and provide actional feedback to assist in integrating messaging throughout the proposal process

  • Enhancing existing pre-proposal worksheets (Theming, Storyboarding, staffing plans) to improve accessibility and user-friendliness

  • Developing additional pre-proposal worksheets and checklists to guide Opportunity Owners through the pre-proposal process effectively

  • Collaborating with key stakeholders at all levels of the company to integrate process improvements and AI capabilities into the solution development framework

Education and Experience:

  • Bachelor’s degree in Business Administration, Marketing, or related field

  • 8+ years of experience in capture management, proposal development, or related roles within the government contracting industry

  • Demonstrated success in leading the development and execution of pre-proposal/capture processes for strategic bids

  • Previous experience using CRMs for bid management and proposal development (Salesforce experience preferred)

Required Skills and Competencies:

  • Excellent facilitation and communication skills to lead workshops and engage with Opportunity Owners effectively

  • Strong project management capabilities to track and drive actions within the pre-proposal/capture process

  • Ability to identify process improvements and implement user-friendly solutions for better bid positioning

  • Experience in developing strategic themes and storyboards to enhance proposal content and messaging

  • Proficiency in integrating AI-driven tools and methodologies for process optimization

  • Familiarity with bid management best practices and industry standards

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
