Basic Eligibility For A Position With The NRO

    Where You Will Work 

    The Chief, Identify Division (C/ID) within the Cybersecurity Solutions Group (CSG), is responsible for leading the development and delivery of enterprise cybersecurity services and capabilities to identify, characterize and understand the NRO cybersecurity environment; and to effectively manage cybersecurity risk to systems, people, assets, data, and capabilities.

    The C/ID leads multiple project teams as an expert in enterprise cybersecurity technology services/solutions. These teams provide IT solutions in the areas of risk management framework (RMF), vulnerability scanning, automated assessment approaches and support for network mapping and cyber terrain analysis. The C/ID plans for, and executes, technical capabilities to meet both NRO and DoD/IC standards and architectures, and rigorously manages IT system security posture for enterprise-level infrastructure. The incumbent advises senior leadership on emerging cybersecurity technologies and best practices.

    The C/ID develops and independently executes direction for projects based on broadly defined leadership direction. The position requires mastery of advanced cybersecurity principles, concepts, methods, standards and practices. The incumbent leads, manages, and/or oversees complex project(s) that may involve significant acquisitions and is expected to initiate, plan, implement, and coordinate activities throughout the life of a project with internal and external organizations, to include both COMM and CSO level development and readiness reviews. At this level, the scope of a project(s) may involve significant responsibility with multiple resource implications such as human resources, funding, facilities, and equipment. Division activities will involve complex considerations of risk tolerance throughout the life of a project and the impact to parallel tasks, multiple dependencies, and interfaces to existing Agency and Intelligence Community systems.

    The C/ID clearly presents information; reads and interprets complex information; interacts with customers or clients; listens well and works through others to obtain results. The C/ID makes independent decisions about the execution of project resources, planning and implementation, and demonstrates accountability for project outcomes, including corporate interests. The incumbent is required to effectively work with technical partners across the NRO and the IC, and must display a high level of initiative and corporate thinking. The incumbent is enthusiastic for affecting change and willing to explore new ideas and development approaches for providing quality products and services, while maintaining an appropriate level of engineering and programmatic rigor.

    This position is responsible for a wide variety of activities including strategic planning, oversight of day-to-day tactical business operations and the resolution of ongoing issues and concerns. The C/ID is a direct report to the Director, CSG. Work includes direct management and oversight of technical, personnel, program, and financial activities that impact the mission and function of ID, CSG and the NRO's cybersecurity portfolio. The incumbent provides oversight and direction of a 30+ member workforce consisting of government, military, and contractor personnel (including SETA).

    What You Will Be Doing  

  • Exercises supervisory personnel leadership and management responsibilities. Directs, coordinates, and oversees work of employees to include subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.

  • Provides support for planned and ad-hoc cybersecurity engineering projects in the areas of risk management framework (RMF), vulnerability scanning, automated assessment approaches, and support for network mapping and cyber terrain analysis.

  • Supports the development, implementation, and modernization of cybersecurity capabilities to identify, characterize and understand the NRO cybersecurity environment; utilizes COMM and CSO development and readiness processes.

  • Initiates and manages cybersecurity solution development that supports NRO's Cybersecurity Strategy and architecture, establishing and leading a world-class, diverse, and multifaceted cybersecurity workforce.

  • Effectively collaborates with NRO, DoD, IC, Federal, and Industry partners to ensure alignment and deliver robust cybersecurity solutions that enable NRO mission success.

  • Develops integrated organization-wide transition strategies, plans, and actions plans to ensure that key DoD and NRO standards are implemented in support of agreed upon DoD information architectures. Maintains current and detailed knowledge of information processing standards development and implementation projects, R&D programs throughout the NRO, and commercial standards developments and practices.

  • Leads a variety of work groups. Evaluates, develops, and recommends modification/approval on standards. Prepares studies and other papers and briefs a wide range of audiences including top management.

  • Provides management officials and operating personnel with technical advice on current technology and policy and its impact on current and long-range programs. Advises on new technology and emerging government and industry best practices and determines extent of possible application and usage.

  • Manages ID Division portfolio, to include budgeting, contract management, and acquisition approaches.

    What You Need 

  • Expert knowledge of technical and functional operation of software systems to affect changes to existing systems by applying state-of-the-art technology.

  • Skill in analyzing, formulating, and recommending policies, procedures, and processes.

  • Highly developed oral and written communication skills necessary to work with a wide variety of personnel, including the executive level.

  • Mastery of, and skill in applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as: develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the enterprise.

  • Mastery of the principles, methodologies and practices of computer/application systems development life cycle in order to advise on the planning, design, development, testing and enforcing of relevant standards in the systems development process and the focus of Federal standards initiatives.

  • Mastery of, and skill in applying, most of the following: interrelationships of multiple IT specialties; the organization’s IT architecture; new IT developments and applications; emerging technologies and their applications to business processes.

  • Experience in acquisition planning, program management, budgeting, and contract management.

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. 

    Other Information

  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • DAWIA: Employees Grades 14-15 designated in Critical Acquisition Positions, must meet appropriate certification requirements IAW the DAWIA within the designated grace period (Professional- 3 years/ Foundational- 3 years/ Practitioner- 5 years/ Advanced- 4 years) after accepting the position.

  • Employee must execute, as a condition of employment, a written tenure agreement to maintain in Federal Service in this position for at least three years.   • Cyberspace Work Role Qualifications: Employees are considered qualified after achieving both the foundational and resident qualification requirements in the associated qualification matrix of their assigned cyberspace work role in accordance with DoDM 8140.03, to include:

  • The foundational qualification requirements within 9 months of assignment to a cyberspace work role.

  • The resident qualifications requirements within 12 months of assignment to a cyberspace work role.

    Salary

    This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)).  Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay.  Otherwise, Cadre employees and Candidates Generally would be transitioned to the DCIPS GG Pay Scale.     2024 STEM salary range:

    GG-12: $114,639 - $149,026

    GG-13: $129,239 - $168,015

    GG-14: $144,354 - $187,662

    **This position is a Full Performance/Senior level DCIPS position.     Trial Period
