This | | will be achieved through developing recruitment and marketing plans, | | employing traditional sourcing strategies, and resources as well as | | developing new, creative recruiting ideas.Plays a critical role in | | ensuring Queen Annes County is hiring the best qualified, competent | | talent. ESSENTIAL FUNCTIONS

+-----------------------------------------------------------------------+ | Leads in the development and execution of recruiting and interviewing | | plan for open positions. | | | | Networks through local government and human resources contacts, | | association memberships, trade groups and employees. | | | | Efficiently and effectively fills open positions ensuring proper | | screening and testing procedures are followed.Provides a broad range | | of technical duties related to recruitment to include but not limited | | to: Prepare/Post requisitions using applicant tracking system, | | advertising openings, screening applicants and scheduling for | | interviews, reviewing questions, preparing packets, conducting | | interviews, completing background checks/testing, hiring candidates, | | and notifying candidates of application status. | | | | Researches and recommends new sources and programs for active and | | passive candidate recruitment which may include ongoing relationships | | with high schools and colleges, internship programs, youth | | apprenticeship programs, etc. | | | | Participates in applicable career fair opportunities by seeking out, | | registering for event, and ensuring payment, coordinating with hiring | | managers (if necessary) and providing marketing materials and | | giveaways. | | | | Assumes responsibility for the applicant tracking system, acts as the | | system administrator, serves as a resource for Human Resources staff, | | supervisors, and applicants. Utilizes advanced features to provide | | for the effective and efficient of the operation of the system. | | | | Posts openings utilizing the Countys applicant tracking system, | | professional organizations, and other position appropriate | | venues.Responsible in maintaining the annual recruitment budget. | | | | Oversees the CJIS programs for Human Resources and ensures compliance | | with regulatory requirements.Ensures compliance with FMCSA National | | Clearing House Program and FTA requirements for new employees | | possessing CDL licenses. | | | | Maintains good records during all phases of the recruitment and | | hiring process following the retention policy.Must be well versed in | | drug testing requirements concerning safety sensitive positions and | | CDL pre-employment requirements. Responsible for maintenance of | | archived files. | | | | Conducts follow-up meetings with managers to determine the | | effectiveness of recruiting plans and implementation. | | | | Responsible for the onboarding process.This includes but is not | | limited to coordination and presenting of general orientation, | | scheduling room availability and new hires, confirming new hire | | materials, offer letters, and orientation materials are professional | | and up-to-date, ensuring website content is up-to-date, and ensuring | | new hire files are complete and submitted for payroll processing in a | | timely manner. | | | | Assists other Human Resources staff who participate in recruitment | | and onboarding process to confirm processes are properly followed and | | implemented.Regularly communicates with Human Resources team | | regarding recruitment and hiring activities. | | | | Remains current in professional development, current trends, and | | legal requirements. | | | | Assists in the development of new and revision of current policies | | and procedures as needed. | | | | Prepares correspondence and edits day-to-day materials.Manages | | recruitment and job description related portions of HR Shared drive | | and intranet. | | | | Assists with wellness initiatives. | | | | Assists with the Open Enrollment process. | | | | Participates in surveys as needed. | | | | Assists internal and external customers.Communicates with employees | | and answers questions regarding a range of employment matters. | | | | Assists in teaching and coordinating educational classes as needed. | | | | Represents the County with various organizations in a professional | | manner. | | | | Provides cordial, responsive, and accurate customer service. | | | | Participates in other Human Resources functions to support department | | operations on an as needed basis. | +-----------------------------------------------------------------------+
