DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT

This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT

The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.

State Emergency Operations Center Section:

The State Emergency Operations Center within the Office of Emergency Management (OEM) includes the Operations Unit, the Logistics Unit and the State Emergency Operations Center (State EOC). This section is responsible for maintaining day-to-day situational awareness of the state-wide emergency management environment and activities. It coordinates directly with other sections within OEM as well as with external partners to develop a comprehensive picture of the environment and assess key indicators of stability. The section collects and disseminates information to Division Leadership, Department Leadership, the Governor’s office, state agencies, and local jurisdictions before, during and after an incident or disaster and makes recommendations pertaining to response and recovery decisions and actions. The section develops and promulgates state processes and procedures for requesting and providing incident and disaster response and recovery resources to jurisdictions having authority and other state agencies. It executes these processes and procedures as required. The section maintains 24-hour communications monitoring and availability to jurisdictions having authority. The section develops and maintains current State EOC response plans and standard operating procedures for rapidly elevating the operational level of the center and operating it as required. The section oversees both internal and external State EOC position training, inclusive of Emergency Response Coordinators (ERC) and conducts exercises to test the State EOC. The section is the primary point of coordination with the Federal Emergency Management Agency (FEMA) and other federal agencies for response activities before, during and after an incident or disaster.

8am-5pm Monday to Friday

Hybrid schedule currently (3 days in office) with the potential to change to 100% in office

ABOUT THE POSITION

This position is responsible for designing, planning, coordinating and implementing the State Emergency Operations Center (SEOC) Preparedness Program. Working within the guidance of the SEOC Manager, this position conducts the SEOC Integrated Preparedness Plan Workshop and develops the SEOC Integrated Preparedness Plan (IPP). It designs, coordinates and executes training programs and exercises for the SEOC, including State agencies emergency response coordinators. This position is well versed in the Homeland Security Exercise and Evaluation Program (HSEEP) and the Preparedness Cycle. This position conducts after action reviews and prepares improvement plans for the SEOC and provides input to the OEM Preparedness Section for the State IPP. This position serves as the OEM National Incident Management System (NIMS) coordinator and manages the National Qualification System (NQS) for the SEOC.

Duties include (but are not limited to):

Development and Implementation of SEOC Integrated Preparedness Plan

Consistent with guidance from the SEOC Manager, coordinate and execute the SEOC Integrated Preparedness Plan (IPP). Lead the IPP workshop for the SEOC and chair the DHSEM Integrated Preparedness Plan (IPP) committee Exercise Planning Working Group. Be a subject matter expert in SEOC processes and procedures. Lead multi-departmental exercise design teams to develop and implement SEOC training and exercises that train and test them. Develop SEOC Continuous Improvement Program (CIP) as part of the Preparedness Cycle. The CIP will include the following: 1) Serve as the Exercise Director for SEOC exercises and build exercise teams that include Master Scenario Events List managers, Observer/Controllers, Evaluators and Simulation Cell personnel. 2) Draft After Action Reviews/Improvement Plans (AAR/IP) to assess and evaluate exercise and real world events, and to provide recommended actions to address identified gaps; 3) Facilitate After Action Meetings (AAM) where AAR/IP will be considered and action items will be presented for approval and responsible parties assigned; 4) Track progress towards objectives in AAR/IPs.

Implementation of SEOC Individual Training Program

Coordinate, assist in the maintenance and implementation of the SEOC Individual Position Training (IPT) Program. Consistent with the National Qualification System (NQS), provide IPT to personnel assigned to a SEOC position. Ensure trainings and exercises are conducive to the IPT Program. Coach and mentor assigned personnel towards completion of the program. Coordinate with the DHSEM Learning and Development Coordinator to leverage the Division Professional Development Program and the IPT program. Make recommendations to the SEOC Manager for appropriate and best fit assignments for personnel to SEOC positions.

Management of NQS and Serve as the DHSEM NIMS Coordinator

Serve as the subject matter expert in the National Qualification System (NQS) and manage the program for the SEOC. Understand federal grant requirements pertaining to NQS and implement methods to meet the requirements. As necessary, manage position task books for assigned SEOC personnel. Coordinate with the Integrated Preparedness Section to provide necessary training for SEOC personnel. Represent DHSEM as the National Incident Management System (NIMS) Coordinator. Monitor DHSEM alignment to NIMS in accordance with the State Emergency Operations Plan (SEOP) and make recommendations for improving alignment.

State Emergency Operations Center Support

As directed, provide pre-disaster support to the State Emergency Operations Center training and exercise program. During a state declared disaster, this position will be designated a position in the SEOC. This position will open a task book during exercises and activations associated with the designated SEOC position.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)

Experience Only:

Seven (7) years of relevant experience in Emergency Management and/or planning and execution.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation

related to the work assigned equal to seven (7) years

  • Bachelor's or Master's degree in Emergency management, political science, public administration or related field

  • 3 years demonstrated experience with planning, coordination and/or execution of exercises and training

  • Master Exercise Practitioner Program certified

  • Homeland Security Exercise and Evaluation Program (HSEEP) certified

  • Demonstrated experience in presenting, public speaking and facilitating

  • Excellent written and oral communication skills

  • Experience using Microsoft and Google suites

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.

  • Designated Critical. Required to report without delay or interruption to provide essential or emergency services to ensure health, safety and welfare.

  • A valid driver's license required. This position may be required to travel using a state vehicle across the state.
