Interior, Bureau of Indian Affairs Supervisory Criminal Investigator (Chief of Police) in Carson City, Nevada

Summary This position is located with the Bureau of Indian Affairs, District 3-Western Nevada Agency (WNA) in Carson City, NV. The incumbent serves as the Chief of Police for the WNA performing a variety of administrative & supervisory functions assisting the Special Agent in Charge (SAC) with the overall planning, coordinating, implementing & directing of a law enforcement program in Indian Country. This vacancy is only open to current Department of Interior Agency employees with competitive status. Responsibilities Perform first level supervisory personnel management responsibilities that include overseeing appraising employee performance, hearing and resolving complaints, scheduling and granting leave, and advocating appropriate recognition. Coordinate the development of monthly performance reports and the collection of data in support of GPRA/PART reviews. Develop the law enforcement program budget, monitors expenditures and reviews budget documents to ensure proper integration. Prepare justification for purchases, develops long range budget plans and determines future requirements. Advis and make recommendations to the Special Agent in Charge on matters regarding the operation and management of the Indian law enforcement program that increases the efficiency and the quality of work provided. Create and maintain effective relationships with Federal, State and local law enforcement agencies, intelligence agencies, and their related entities, to successfully collaborate on cross-jurisdictional and cooperative situations. Direct and manage the investigation of complex and varied Felony and Misdemeanor criminal cases, involving both geographically isolated and densely populated areas. Ensure all investigations are properly conducted and documented with prescribed guidelines regarding time frames, deadlines and formats. Requirements Conditions of Employment Qualifications EXPERIENCE REQUIREMENTS: GS-13 One year of specialized experience at or equivalent to the GS-12 grade level assisting with the management of a law enforcement program consisting of criminal investigators and uniformed police officers engaged in the investigation of criminal cases; collaborating with Federal, State and local law enforcement agencies on cross-jurisdictional issues related to criminal activity; and assisting in the development of annual, or multi-year work plans and schedules for the effective operation of law enforcement programs. MEDICAL REQUIREMENTS: The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying. RESIDENCY REQUIREMENT: Upon selection, employee holding a sworn law enforcement position must reside within 50 miles of their duty station unless a waiver is approved by the OJS Director or Assistant Director. A failure to comply may result removal from a sworn law enforcement position. SECONDARY RETIREMENT COVERAGE: To be eligible for secondary coverage, an employee must satisfy ALL three requirements: - (1) while covered under the retirement provisions moves directly (without a break in service exceeding 3 days) from a primary/rigorous position to a secondary position; - (2) Completes 3 years of service in a primary/rigorous position, including any such service during which no FERS deductions were withheld; AND - (3) Must be continuously employed in a secondary position or positions since moving from a rigorous position. Except a break in employment in secondary positions that begins with an involuntary separation (not for cause). If you are not eligible for special retirement coverage, you will be placed in the regular retirement system. FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one-year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. Current appointees: 1) must have been hired under competitive examining procedures to a time limited appointment with a land management agency; 2) must have served under one or more time limited appointment(s) by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND 3) must have performed at an acceptable level during each period of service. Former appointees: 1) must have been hired under competitive examining procedures to a time limited appointment with a land management agency; 2) must have served under one or more time limited appointment(s) by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; 3) must have separated for reasons other than misconduct or performance; AND 4) must have performed at an acceptable level through the service period.
