Department Of Energy Budget Analyst in Carlsbad, New Mexico

Summary This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Budget Analyst, you will be responsible for various budget execution activities including collecting cost information, interpreting cost schedules and reports, provision of funding control data, and preparation of financial reports required by Carlsbad Field Office - Environmental Management Consolidated Business Center and U.S. Department of Energy Headquarters. Responsibilities As a Budget Analyst, you will: Perform a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, execution and review of budgets for an assigned programmatic or functional component of the Department of Energy. Identify, research and present salient budget issues resulting from analysis of program resource requirements to ensure accuracy of program cost and revenue estimates and consistency with program objectives. Determine the need for and prepares all necessary requests and supporting justifications for apportionments, reapportionments, supplemental appropriations, allotments, deferrals and rescissions for submission to the Carlsbad field Office. Monitor the execution of the approved budget and ensures that all obligations, expenditures and disbursements meet legal and regulatory requirements, and that sufficient funds are available to carry out operations. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Assist in providing long-range analyses of the potential effects of budgetary actions on assigned programs, projects, initiatives, and objectives. Assist in presenting and defending budgetary strategies, justifications, and decisions. Assist in supporting budget requests, including reprogramming's, appropriation transfers, supplementals, rescissions, deferrals, and budget amendments. Supporting budget requests, including reprogramming's, appropriation transfers, supplementals, rescissions, deferrals, and budget amendments. Advising and assisting all phases of appropriated budgeting regarding budget product development, review, integration, presentation, and execution. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
