Amentum is seeking a dynamic Space Subject Matter Expert (SME) to provide research, planning, analysis, and exercise support to the U.S. Indo-Pacific Command (USINDOPACOM) Requirements and Resources Directorate (J8) at Camp H.M. Smith, Hawaii.

The Space SME will support the J81 Joint Innovation and Experimentation Division with the integration of space operations and planning expertise into Joint Fires experimentation. The ever-increasing demands associated with a congested and contested space environment requires strategic and operational partners who are properly postured to meet mission critical requirements. This position will support innovative approaches to integrate capabilities as well as close coordination with Service Components, research labs, industry, OSD, and Joint Staff.

Essential Responsibilities:

  • Provide support to FO/GO-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption.

  • Provide research and analysis of various space related national security policies, military strategies, and capability integration that support USINDOPACOM operations and exercises.

  • Identify operational areas of convergence with Space Command and enable coordination across multiple stakeholders.

  • Plan/Coordinate/synchronize space capabilities with kinetic and non-kinetic fires in support of USINDOPACOM experimentation.

  • Support each relevant planning conference for Joint Exercise Lifecycle (JELC) events (e.g. VALIANT SHIELD, NORTHERN EDGE and TALISMAN SABRE, KEEN SWORD, RED FLAG, BALIKATAN, COBRA GOLD, PACIFIC SENTRY and RIMPAC).

  • Provide a Data Collection, Analysis, and Evaluation Plan (DCAEP) for each technology integrated into designated JELC exercises.

  • Participate in mission briefings and debriefings, trouble-shooting problems related to experiments, and contributing to the orderly flow of the exercise as it pertains to executing the experiments.

  • Perform in-depth reviews and evaluations of all the information supplied by the various experimentation entities.

  • Provide security assistance, when needed, to ensure the protection of classified information related to experimentation technologies and capabilities during exercise execution.

  • Support the development of tactics, techniques, and procedures (TTP), and operational concepts for new and emerging technologies and enable their integration into joint exercises.

  • Contribute expertise in the application of Joint Fires concepts and doctrine to a fast-moving experimentation scenario.

  • Support data scientists and ORSA personnel before, during, and after experimentation, test, and exercise events to develop data management and analysis plans (DMAPs), measures of effectiveness and measures of performance informed by the candidate’s expert knowledge of operational Joint Fires and Joint doctrine.

Minimum Requirements:

  • Bachelor’s degree from an accredited college or university

  • At least 2 years’ experience as a Joint or Service Space Planner.

  • At least 3 years of experience working in military plans.

  • At least 10 years of combined experience supporting the Department of Defense (DoD).

  • Knowledge of the Indo-Asia-Pacific region.

  • Experience in writing reports, graphics, and information papers.

  • Experience analyzing operational data.

  • Demonstrate excellent written and oral communications skills.

  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)

  • Must have an active Top-Secret clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance.

Preferred Qualifications:

  • Master’s Degree and/or attendance at Service Command and General Staff College.

  • 5 or more years of experience in military plans.

  • 3 years' experience working in the USINDOPACOM AOR.

  • Graduate of at least one of the following: Concepts of Orbital Warfare Course; Fundamental Application of Space Targeting; Joint Space Targeting Course.

  • 3 years' experience in the Indo-Pacific Area of Operations (AOR).

  • Familiarity with INDOPACOM Theater Campaign Plan (TCP), Deliberate and Crisis Action Plans, and Operations Plans (OPLANS).

  • Experience coordinating with other Department of Defense (DoD) entities, including the Joint Staff, the Office of the Secretary of Defense and INDOPACOM's Service Components as well as non-DoD organizations.

Preferred Knowledge and Skills:

  • Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA).

  • Theater knowledge and advanced joint planning skills to shape and deliver the desired plans.

  • Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests.

  • In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP).

  • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval.

The salary range for this position is $145K to $165K (salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
