IAP Worldwide Services, Inc Sr Telecommunications Engineer in Camp Arifjan, Kuwait

Position is contingent upon contract award.

As the Sr Telecommunications Engineer , you will be responsible for personnel management and reporting for 2-person telecommunications team. This role holds responsibility for the most complex testing and analysis of all elements of the network facilities including power, software, communication devices, lines, modems and terminals.

ESSENTIAL JOB FUNCTIONS:

  • Monitors and controls the performance and status of the network resources. May function in a lead capacity within the department

  • Provides guidance and direction for less experienced personnel.

  • Provide support within the Brigade or Battalions’ Staff on internal and external issues, such as war fighter operational needs that impact US Army telecommunications and signal operations within the 160th Signal Brigade or subordinate Battalions’ AOR.

  • Focused on specific war fighting areas - Plans, Orders, Command and Control, and S-3 functional areas of Force Management, Readiness Reporting, and Training Management designed to manage and monitor Army signal operations, services, and equipment.

  • Perform analysis, staff studies, problem resolution, consultation, and administrative responsibilities in support of Army signal operations.

  • Provide support in the full integration of unit capabilities, supporting the Government with planning, execution and synchronization of unit efforts within the Brigade or Battalions’ Staff.

  • Work predominantly in the telecommunications and signal operations discipline with extensive background experience and understanding in the Operations Order (OPORD) process, future operations, and current operations and have a general understanding of military organization, in support of the 160th Signal Brigade and its subordinate Battalion’s HQ in support of ARCENT and CENTCOM in the 160th Signal Brigade AOR.

EDUCATION & EXPERIENCE:

  • BS or Equivalent (15+ Years Experience in DoD IA Experience), and IAM Level II

  • 10+ years related technical experience in DoD IA Experience

  • 3+ years of experience with large-scale enterprise/global IA experience in a high paced diverse environment.

  • Prior to assuming position must meet Information Assurance Management (IAM) Level II certification requirements as listed in DOD DoDM 8140.03 and associated DCWF role

  • Shall maintain IAM level II certification requirements throughout the life of the contract.

KNOWLEDGE & SKILLS:

  • Knowledge of signal operations concepts and principles, Command SOPs, and Command practices to support the missions of the 160th Signal Brigade or Battalions by being able to review, analyze, and advise in the resolution of complex and difficult signal operations as part of a larger war-fighting operation.

  • In-depth knowledge of Army Doctrine Publication (ADP) 3-0 and Tasking orders and how they relate to the overall mission.

  • Ability to brief senior officers in formal and informal settings; Non-Commissioned Officer (NCO)/Officer Battalion, Brigade, Division staff experience a plus.

  • Knowledge of ADP 5-0, the Military Decision-Making Process (MDMP), and staff estimates. Knowledge of how to work as part of a military planning staff.

  • Army Information Technology and Management policy, and in some instances, policies and practices of other agencies, industry, or other sources of technical data in order to determine the best way to support exercise and operational requirements.

  • Organization, missions, and personnel of other agencies and activities such as NETCOM staff elements, ARCENT, Coalition/Joint Task Force (CJTF)-Kuwait, the Coalition Land Forces Component Command (CFLCC), and Defense Information Systems Agency (DISA) Central Command (DISA- CENT), sufficient to coordinate signal operations matters related to exercise, mobilization, and operational requirements.

  • Ability to communicate technical signal operations and planning issues in a clear, understandable manner to support the Government with effective management; ability to brief high-level officials on recommended courses of action and resources; ability to prepare reports and other documents; and ability to participate in working groups, meetings, and conferences.

  • Analytical ability to evaluate, integrate, and initiate plans, programs, and actions related to signal operations in order to adequately portray and present findings.

    Physical Requirements/Working Environment : Must be capable of lifting 50 pounds.

    Travel: May be required to live off-post. Some periodic travel between Qatar and Kuwait may be necessary.

    Security Clearance: Active Secret required
