U.S. Army Sustainment Command Facility Operations Specialist in Camp Arifjan, Kuwait

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This is an unaccompanied tour in support of Operation Spartan Shield with the 401st AFSB located in Camp Arifjan Kuwait. Responsibilities Responsible for the development and coordination/accomplishment of facilities management programs to include real property, environmental, space allocation, maintenance, and repair functions throughout the U. S. Army Sustainment Command (ASC). Responsible for the integration of the Brigade requirements with the installation facility master plan to initiate long-term Military Construction (MILCON) projects to support the Army Field Support Brigade (AFSB) across area of operations. Consults with key military and civilian personnel on projects including those that integrate strategic management documents to higher headquarters. Serve as the building consultant for operating and staff offices on space management concepts and techniques. Exercises judgment in deviating from established methods to modify and/or refine broader guidelines to resolve specific complex issues. Performs needs Assessment for Long-Range Analysis, Land Use, Transportation Plan, Communication Plans, Historic Preservation, and the Physical Security Plan. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Position may be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Preparing work orders and developing long-range construction/renovation projects; developing solutions to correct facility deficiencies to include initial planning and/or managing project milestone execution; and conducting periodic surveys (space assignments, office relocations/modifications, furniture acquisition) to calculate space utilization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. This is a Construction, Engineering, Infrastructure Career Field position. The initial length of this overseas tour is 13 months. Defense National Relocation Program will not be authorized. Temporary storage of household goods costs will be paid for 1 year assignments. Government housing is provided for you upon arrival in country. Tour is unaccompanied. Annual pay cap limitations IAW 5CFR 550.106 and 550.203 may apply. RECRUITMENT/RELOCATION/INCENTIVE - May be requested through management and may be authorized up to 25% of base salary per year to be paid bi-weekly.
