The Senior Acquisition Specialist/Management Analyst is a key figure in ensuring the strategic alignment and compliance of acquisition documentation and processes within a defense program. With a solid foundation in acquisition principles and a deep understanding of program management, this role demands a proactive and analytical approach to problem-solving. The Senior Acquisition Specialist/Management Analyst is responsible for the development, assessment, and oversight of critical program documentation, ensuring adherence to specifications, contracts, and mission requirements. This position involves significant interaction with various stakeholders, providing expert analysis, input, and reporting on a wide array of programmatic elements to facilitate informed decision-making and program success.

ESSENTIAL FUNCTIONS:

The Senior Acquisition Specialist/Management Analyst will be responsible for:

  • Developing key program acquisition documentation, including Acquisition Plans (AP), Acquisition Strategy Reports (ASR), PID, Performance Work Statements (PWS), Statements of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA).

  • Assessing program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.

  • Attending, participating in, supporting, analyzing, providing input, developing, preparing, and reporting on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.

  • Preparing and maintaining documentation utilizing advanced management tools, ensuring comprehensive documentation and reporting across program facets.

  • Coordinating and participating in working groups, meetings, and conferences to coordinate program plans, roadmaps, and reviews of potential technologies.

  • Analyzing requirements and schedules, evaluating and recommending changes to ensure compatibility with overall program objectives.

  • Analyzing, evaluating, and providing recommendations for Total Ownership Cost (TOC), Should-Cost and Cost As Independent Variable (CAIV), and Life Cycle Cost (LCC) evaluations.

  • Performing cost/benefit analyses, cost trade-off analyses, business case analyses, cost variance analyses, and present value analyses to support program balancing of mission requirements, system constraints, and performance.

  • Conducting research, development, review, analysis, revision, routing, and tracking of acquisition documentation for government review and approval.

  • Supporting financial management including developing budgets, tracking financial execution, and generating and tracking financial documents using various Navy and DoD electronic data systems.

  • Providing schedule support, developing and analyzing Integrated Government Schedules (IGS), including critical path analysis.

  • Offering configuration and data management support, establishing and populating control systems in accordance with established processes and supporting Configuration Control Boards (CCBs).

  • Evaluating technical design, schedule, and test risks, providing recommendations and viable alternatives to effectively reduce or eliminate these risks.

  • Providing IT management support, ensuring compliance with program security plans and procedures, and supporting program security management across various domains.

  • Engaging in detailed support for Foreign Military Sales (FMS) and international programs, analyzing Letter of Offer and Acceptance (LOA) documentation and preparing Pricing and Availability (P&A) data packages.

  • Performing other duties as assigned.

    REQUIRED QUALIFICATIONS:

  • Masters degree in a relevant field, with over 10 years of experience performing duties within the field of acquisition management, program analysis, or a closely related area, showcasing a track record of impactful contributions to program success.

  • ALLOWABLE SUBSTITUTIONS:

  • A Bachelor's degree plus 2 additional years of relevant work experience (for a total of 12+ years) may be substituted for a Masters degree; OR

  • An Associates degree plus 4 additional years work experience (for a total of 14+ years) performing duties described above may be substituted for a Masters Degree; OR

  • An additional 6 years of relevant work experience (for a total of 16+ years) with no degree may substitute for a Masters degree.

  • Demonstrated advanced understanding of acquisition management and program analysis

  • Thorough knowledge of ASN (Research, Development & Acquisition) Information Systems (RDAIS).

  • Thorough understanding of Cost Pillar Initiatives.

  • Demonstrated expertise in the development and management of program acquisition documentation, with a strong ability to navigate and apply DoD acquisition policies and guidelines effectively.

  • Demonstrated ability to work both independently and as part of a team.

  • Strong communication, organizational, and analytical capabilities.

  • Proficient in the use of Microsoft Office and project management tools.

    DESIRED QUALIFICATIONS:

  • Proven ability to lead, mentor, and provide direction to less senior staff, fostering a collaborative and results-driven work environment.

  • Exceptional analytical, organizational, and communication skills, capable of articulating complex information to a diverse range of stakeholders.

  • Experience with AMS Suite of Tools (such as CSPT, CDRL, and PMT), demonstrating proficiency in utilizing advanced program management software to enhance program documentation and reporting.
