General Summary

The Preconstruction Engineer/Assistant Estimator has the responsibility of leading and managing the preconstruction and sales efforts for assigned projects within the Contracting Division. This position will also have the responsibility of assisting the estimator with the full scope of infrastructure projects (including NC Department of Transportation (“NCDOT”), municipalities and commercial customers), and negotiating the pricing and changes in the scope and scale of work. Additional responsibilities include creation and maintenance of preconstruction project records, subcontractor solicitations, scope estimating, project analyzation, meeting with current customers and venders and soliciting new clients under the direction of the Estimator. The position receives guidance with respect to general objectives. In the majority of tasks and projects assigned, the incumbent assists with determining methods, work sequence, scheduling, and how to achieve objectives of assignments while operating within specific policy guidelines.

Essential Duties and Responsibilities

  • Utilize your expertise to support in estimating costs for diverse civil construction projects, contributing to their success from conception to completion

  • Participate in the preconstruction process for assigned projects, including budgeting, estimating, bidding, engineering, operations turnover, etc.

  • Collaborate closely with our seasoned team, learning from their expertise while offering fresh insights and perspectives

  • Assist in negotiating pricing and scope adjustments, ensuring competitive bids and client satisfaction

  • Engage with clients and vendors, fostering relationships and contributing to business development efforts

  • Review design documents and complete an accurate quantity take-off for assigned scopes of work.

  • Review design documents and identify scope items with cost implications.

  • Actively review scope and quantity information with subcontractors in advance of bid day.

  • Identify and resolve design conflicts and missing information by preparing, tracking, submitting, and distributing preconstruction Requests for Information (RFI’s).

  • Read blueprints and technical documents in order to prepare estimates.

  • Assist with collaborating with engineers, architects, clients, and contractors.

Required Skills and Abilities

  • Ability to perform digital takeoffs and develop detailed construction estimates for customers and public bids.

  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • Intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.

  • Handles multiple tasks simultaneously.

  • Prioritizes, organizes, and delegates assignments.

Education and/or Experience

  • Bachelor's degree in civil engineering, Construction Management, or related field

  • Four years of experience in civil engineering or construction, with a focus on estimating

Certificates, Licenses, Registrations:

  • A valid North Carolina Driver’s License required
