Independent Health Manager-Finance Regulatory & Technical Reporting in Buffalo, New York

Overview

The Manager, Finance Regulatory & Technical Reporting shall be responsible for the supervision of the accurate preparation and submission of any monthly, quarterly, and annual regulatory financial statements (filings) and related audit workpapers and footnotes. In addition, they will provide analysis and summary of new statutory and regulatory guidance and accounting pronouncements and shall assist the Vice President-Accounting & Tax as needed.

The manager will be responsible for preparing and developing the necessary reporting to accurately complete these reports, in addition to supporting financial reporting as required by Accounting & Tax and the Financial Operations area, most notably ensuring the accurate and timely preparation of the corporate consolidating GAAP financial statements, executive reporting and board packets. The manager will also support management with all regulatory exams managed/supported by the Accounting & Tax area.

The Manager, Finance Regulatory & Technical Reporting will coordinate projects and participate/lead interdepartmental initiatives, acting as a representative of the interests of the finance functional units.

Qualifications

  • Bachelor’s degree in accounting or finance; CPA or MBA strongly preferred.

  • Five (5) years of experience in accounting or in a capacity of financial control required.

  • Two (2) years of progressive leadership/management responsibility required.

  • Experience in regulatory reporting and preparing financial statements using GAAP and SAP methods.

  • Strong leadership and process management skills.

  • Ability to be detail oriented in the documentation of complex processes (i.e., create workflow diagrams, action plans, process narratives). Attention to detail is critical.

  • Ability to coordinate multiple projects, organizational skills a priority.

  • Ability to work independently with minimal supervision and maintain confidentiality.

  • Analytical skills to prepare and analyze business plans, technical designs, and financial reports.

  • Excellent oral and written skills.

  • Ability to maintain and enhance financial reporting systems and recommend reporting or process efficiencies.

  • Proficient PC skills in windows environment. Spreadsheet and project management software experience preferred.

Essential Accountabilities

Management

  • Provide ongoing training and support to the department relative to the individual’s respective positions.

  • Ensure timely completion of department and company objectives and priorities.

  • Develop, measure, evaluate, and communicate critical performance measures pertinent to the accounting departments’ regulatory work groups.

  • Monitor and maintain compliance with accounting and company policies, procedures, and internal controls as they pertain to financial operations and the preservation of company assets.

  • Evaluate/research new regulations/pronouncements, summarize impact to the department, and communicate to the team.

Analysis and Regulatory

  • Responsible for assisting in the development, execution, supervision and accurate preparation and submission of the quarterly and annual NAIC and state regulatory filings in accordance with statutory accounting principles and New York State prescribed and permitted practices.

  • Research and discern current Statutory and State regulations to ensure that accounting and record keeping is compliant, as well as understand its impact to the organization, summarizing impact on the operations and/or reporting processes. Understanding of Statutory Accounting Principles and finance processes (underwriting, actuarial reporting, membership, enrollment, planning, cash management and adjustments, revenue recognition, and financial reporting).

  • Technical knowledge of accounting specific applications’ (iWorks and other regulatory software and Workday) functions as they relate to these processes and align reporting requirements to these systems functionality.

  • Review and audit supporting schedules and documentation of journal entries and general ledger accounts, as needed. Ensure workpaper support has appropriate documentation and is complete. Prepare and/or review supporting monthly/quarterly/annual schedules for audit and management. Perform analytical procedures.

  • Coordinate documentation required as part of the annual independent CPA audit and tri-annual NYS Insurance Department regulatory audit.

  • Lend support to other business units in the submission of other Department of Financial Service filings through its Portal.

  • Lend support to other business units in the documentation, review, and risk assessment of financial accounts to ensure compliance with Model Office objectives.

Reporting

  • Prepare regulatory, financial, and ancillary reports as required.

  • Assist accounting management to ensure accurate and timely filing of all regulatory and financial reports.

  • Evaluate and maintain departmental financial spreadsheets to ensure appropriate level of spreadsheet controls.

  • Continue to work with the departmental reporting units to build effective reporting and efficiencies in Workday and streamline reporting for consistency.

  • Assist in the development and updating of processes and procedures relative to the accurate reporting of financial information. Work with department management to ensure systems support our reporting needs.

Department Supervision

  • Oversee and ensure the timely and accurate production of financial statements and related ancillary processes.

Team Building

  • Assist in the development and training of the tax and accounting staff to provide them with the skills and tools necessary for an effective collaboration with other business units within the organization.

  • Support other departments on Strategic Initiatives.

  • Assume role as a Center of Expertise for NAIC Reporting. Develop technical expertise in the statutory accounting/NAIC field to ensure the organization keeps pace with industry and regulatory change, provide assistance with the quarterly and annual regulatory filing reviews, as required.

  • Train and develop department staff through a variety of methods, such as feedback sessions, focus groups and quick responses to critical department issues; establishing, measuring, and monitoring specific performance standards that are capable of efficiently meeting corporate goals and objectives; and utilizing IH’s rewards and recognition program in developing a cohesive team. Ensure cross-training of staff for various responsibilities within the department.

Hiring Compensation Range: $100,000 - $130,000 annually

Compensation may vary based on factors including but not limited to skills, education, location and experience.

In addition to base compensation, associates may be eligible for a scorecard incentive, full range of benefits and generous paid time off. The base salary range is subject to change and may be modified in the future.
