Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPV HR SPEC (MIL), Position Description Number T5650000 and is part of the CO 140 FSS, National Guard. The primary purpose of this position is to serve as the Supervisory Human Resources Specialist in the Military Personnel Flight of a Force Support Squadron or Flight. Responsibilities Exercises supervisory personnel management responsibilities. Directs all human resources activities and support services for the host Wing and all supported Airmen, including: Career Enhancements, Customer Service, Employments, Relocations, Personnel Systems Manager, Military Personnel and/or Readiness. Plans, directs, controls, and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Ensures accuracy of human resources data system and performs functional review of data reliability relative to the relocations program. Plans, directs, and controls all aspects of the Customer Service Program. Plans, directs, and controls all aspects of the human resources employment program. Develops wing readiness plans for the administration of contingencies and mobilizations. Manages contingency and exercise deployments. Manages Deployment Systems. Is responsible to the Military Support Flight Commander for the Personnel Support for Contingency Operations (PERSCO) portion of the Status of Resources and Training System (SORTS) Report. Serves as Classified Control Officer responsible for safeguarding and proper destruction of classified material IAW AF instructions, higher headquarters, and local guidance. Performs other duties as assigned. Requirements Conditions of Employment Qualifications 1. Experience and knowledge will be used to determine qualifications for the announced position. 2. Must have experience or knowledge in each of the following: At least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience in executing personnel programs and Human Resources Information Systems. Knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement and a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experience in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Human resources program experiences in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements and which included guiding employees on human resources (military or civilian) program tasks. Education Education cannot be substituted for Specialized Experience for this position.
