Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST, Position Description Number T0048000 or T0047000 and is part of the CO USPFO, National Guard. This announcement is not a target grade announcement. Applicants are encouraged to apply for both grades if they feel they meet the requirements of each. Responsibilities GS-11 T0048000: The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Assists in procuring a wide variety of services, supplies, and/or construction. Executes post-award contract performance management actions on assigned contracts. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator for the local Contracting Office. May serve as a System Administrator. Performs other duties as assigned. GS-12 T0047000: The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering. Executes post-award contract performance management actions on assigned contracts. Serves as business advisor to a wide range of customers. May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator. May serve as a System Administrator. Performs other duties as assigned. Requirements Conditions of Employment Qualifications 1. Must have experience in the following: GS-11: One year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction? GS-12: One year of contracting experience at the GS-11 level. Specialized experience must demonstrate the following: (1) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (2) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (3) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (4) Reviewing contract terms and technical specifications to identify any special requirements. * Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. * This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position. Education Mandatory Positive Education - Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
