GENERAL DESCRIPTION: The objective of the Capital Improvement Program (CIP) and Maser Plan Manager is to administer and manage the City of Brownwoods Capital Improvement Program and Master Plans. The CIP and Master Plan Manager is directly responsible for providing project management and contract administration in conjunction with the planning, design, and construction of a variety of capital improvement projects, ensuring that all projects are completed in strict accordance with applicable laws, codes, standards, and contract documents, and providing technical assistance to others within the organization as needed. The CIP and Master Plan Manager will lead and implement the Downtown Master Plan capital projects (beginning 2024), the Parks Master Plan (underway), and the Comprehensive Land Use/Zoning Plan (to be created). The CIP and Master Plan Manger must be willing to adopt and exhibit the City of Brownwood I SERVE Core Values.
EXAMPLES OF SPECIFIC WORK PERFORMED:
- Responsible for development and coordination of scope of work, cost estimates, and schedules for individual capital improvement projects.
- Responsible for the preparation of short and long-term capital budgets for the capital improvement program.
- Responsible for the development and updating of engineering design criteria, construction standards, and standard specifications and contract documents for construction of capital improvements.
- Provides grant administration for capital projects, as applicable.
- Prepares Requests for Proposals for consulting engineering services, reviews proposals, makes recommendations for selection of consultants, negotiates professional services contracts, prepares reports to the City Council to award professional services contracts, and follows through with the execution of the contract documents.
- Writes, solicits, and reviews bids for the construction of capital improvement projects, makes recommendations for award of bids, including preparation of reports to the City Council and follows through with the execution of the contract documents.
- Performs contract administration and oversight on a variety of consultant and construction contracts, which includes but is not limited to issuing notices to proceed, reviewing and recommending approval/acceptance of products provided by the consultant, reviewing and approving payment requests, reviewing and recommending contract amendments, approving change orders, and ensuring compliance with the contract documents.
- Reviews and approves plans, specifications, bidding, and contract documents and construction cost estimates prepared by professional engineering consultants for a variety of capital improvement projects.
- Assist the Planning and Development Director in acquiring a grant for a Comprehensive Land Use/Zoning Plan and creation of the Plan with professional consultants.
- Assist the Planning and Development Director in adoption of Unified Development Codes and updated Subdivision Ordinances, as per the Downtown Master Plan recommendations.
- Coordinate high level planning decisions with numerous internal City departments, ensuring planning efforts are aligned with the Citys long-term goals and master plans.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
- Ability to sit, stand and drive a vehicle to and from various worksite locations.
- Employee will be exposed to seasonal temperatures while performing duties.
- Ability to lift materials weighing up to 50 pounds occasionally.
- Ability to walk over sloped and uneven terrain.
CONTACT WITH OTHERS: Frequent contact with other City employe s, contractors, engineers, architects, developers, state agencies, utility providers, and grant administrators.
EDUCATION AND EXPERIENCE:
- Bachelors degree in urban planning, civil engineering, public administration, or related field required.
- A minimum of five years experience in municipal or private sector project management, engineering, planning, or development is required.
REQUIRED LICENSES AND CERTIFICATES:
- Valid Texas Driver's License
- Certifications in Planning, Administration, Project Management or other applicable credential (preferred).
