Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

In this role, you will manage a team and provide field engineering leadership for work planning and packaging, material management, quantity validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover and subcontracts. Your oversight will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-BH1

Major Responsibilities:

  • On a medium to large (PFE Tier I - <$250m) job, performs the duties of a lead engineer in either an area, coordinating and directing a variety of disciplines, or as a Project Field Engineer, coordinating all activities related to the operation of assigned operating section.

Leadership/Supervision

  • Proactively engages with their teams’ development through CPM, competency development/assessment and feedback

  • Leads construction engineers in a broad range of construction engineering work within a specific engineering discipline.

Work Planning & Packaging

  • Coordinates with design on constructability issues.

Material Management

  • Reviews material receiving reports and warehousing to assure delivery of correct materials.

Quantities

  • Possesses responsibility for quantity take-off, control, reporting and forecasting.

Safety / Quality Control

  • Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.

System Turnover Coordinator

For Direct Hire

  • Possesses responsibility for coordinating between Construction and Startup to ensure the various system walkdowns are performed, interfacing with the Startup Specialist as required to support component/system turnover and assuming responsibility (as required) for area turnover coordination as determined by the PFE.

STR / Subcontract Coordinator

  • Reviews and approves inspection test plans,

  • Coordinates reviews of subcontractor submittals

Education and Experience Requirements:

Required bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge, Skills, and Abilities:

  • Preferred experience on an LNG construction site especially along the U.S. Gulf Coast

  • Direct hire experience

  • Demonstrated ability to manage and lead teams

  • Construction experience assigned to a construction site in a supervisory position

  • Technical knowledge of all phases of construction engineering relating to electrical discipline interfacing with all areas.

  • Thorough knowledge of construction activities as they relate to electrical engineering discipline, cost and scheduling, and contract administration.

  • Familiar with Bechtel’s Business Ethics handbook and policies.

  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.

  • Knowledge of project-specific environmental compliance requirements.

  • Knowledge of Bechtel’s “Zero Accidents” safety program.

  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents.

  • Prior experience supervising and administering subcontractors.

Additional Information:

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
