Summary The Time and Leave Clerk (OA) position is located in the Nursing Service for VA Boston Health Administration. This position is located in the Brockton, MA facility. This is Full time, 40 hours/week. Responsibilities Responsible for interpreting the time schedules submitted by the supervisors in order to electronically record daily time and attendance for Nursing Service employees with different appointments, i.e., part-time, intermittent, full-time. Responsible for maintaining/editing the Tour of Duty list for assigned Nursing Service employees. Incumbent is responsible for checking leave balances of employees to ensure balance is adequate for leave taken. Responsible for entering electronic requests for overtime, compensatory time for assigned Nursing Service employees. Responsible for advising appropriate Nursing supervisors on a variety of items pertaining to pay plans, tours of duty, timekeeping coding, premium pay, compensatory time, etc. Responsible for analyzing time and leave coding errors and processing required corrections in the time and attendance records and obtaining the higher level supervisory approvals. Responsible for initiating corrected timecards to stimulate Payroll to review an employee's account for changes that must be edited by Payroll to remain in compliance with different laws affecting pay, that have not yet been incorporated into the PAID system. Responsible for participating in a five (5) percent post audit on time and attendance records on a semi-annual basis or as directed by the Associate Director for Nursing/Patient Care Services. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing clerical duties utilizing the knowledge of time and leave regulations, various pay setting, regular/irregular tours of duty for an organization, utilizing Microsoft software such as Word, Excel and Outlook, dealing with a large number and variety of organization staff at all levels; and working effectively with staff in other services such as Fiscal Service and Human Resource Management Service OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4 years of successfully completed education above the high school level in any field. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
