    Position Highlights :

    In your role as a Human Rights and Opportunities Regional Manager, you will have the opportunity to:

  • Manage administrative and technical functions of the Southwest Region Office, Bridgeport, CT.

  • Supervise and oversee investigations of discriminatory practices, complaints and/or other assigned systematic law enforcement activities.

  • Manage cases assigned to a region through allocation of intake and complaint assignments to professional staff for processing.

  • Review and monitor case progress and recommendations.

  • Review all concluded investigations for conformance with statutory requirements and agency standards.

  • Hold conferences with complainants, respondents, and their legal counsel to develop remedies.

  • Supervise development of projects devised for elimination of community tension, prejudice, and discrimination.

  • Act as consultant to community groups and organizations, businesses, and governmental agencies.

  • Identify program needs/problems and recommend improvements.

  • Train, supervise and evaluate staff.

Schedule:

  • Full-time

  • 40 hours per week

  • Monday – Friday, 8:00 AM – 4:30 PM

  • Work schedule flexibility is required in order to meet the needs of the position.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Commission on Human Rights and Opportunities this class is accountable for managing the administrative and technical functions of a regional office.

    EXAMPLES OF DUTIES

  • Manages administrative and technical functions of a regional office including assigned cases through allocation of intake and complaint assignments to professional staff for processing;

  • Coordinates, plans and manages investigations of discriminatory practices, complaints and/or other assigned systemic law enforcement activities;

  • Reviews and monitors case progress and recommendations;

  • Reviews all concluded investigations for conformance with statutory requirements and agency standards;

  • Holds conferences with complainants, respondents and their legal counsel to develop remedies;

  • Manages development of projects devised for elimination of community tension, prejudice and discrimination;

  • Acts as consultant to community groups and organizations, businesses and governmental agencies;

  • Identifies program needs and problems and recommends improvements;

  • Conducts in-service training programs for staff;

  • Supervises and evaluates performance of staff;

  • Makes recommendations with respect to staff decisions and administration of collective bargaining agreements;

  • May investigate certain complaints of discrimination;

  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;

  • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

  • relevant state and federal laws, statutes and regulations;

  • law enforcement principles and practices with respect to human and civil rights legislation;

  • investigatory principles and techniques;

  • scope, causes and effects of discrimination;

  • Knowledge of

  • and ability to apply management principles and practices;

  • human resources practices and procedures;

  • Considerable

  • interpersonal skills;

  • oral and written communication skills;

  • skill in development and negotiation of remedies and mediation of complaint resolutions.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in an investigatory or enforcement capacity in the areas of civil or human rights, labor or employee relations, equal opportunity or affirmative action.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been at a supervisory or managerial level.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's degree in public administration may be substituted for one (1) additional year of the General Experience.

  • A law degree from an accredited law school may be substituted for one (1) additional year of the General Experience.

  • Two (2) years as a Human Rights and Opportunities Assistant Commission Counsel 1 or 2 or Human Rights and Opportunities Representative may be substituted for the General and Special Experience.

    PREFERRED QUALIFICATIONS

    • Experience in relevant state and federal laws, statutes and regulations

    • Experience in law enforcement principles and practices with respect to human and civil rights legislation

    • Experience in investigatory principles and techniques

    • Experience multi-tasking and effectively prioritizing to achieve leadership's goals

    • Experience developing, motivating, and mentoring junior team members

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required to travel.
