Job Summary and Qualifications
As Managing Director of Financial Services, you will work with the AVP of Financial Services to support the Reimbursement staff in areas of Medicare DSH settled on the hospitals’ cost reports. You will ensure the consistent and effective execution of key systems and processes to accumulate the necessary data to support Medicare (empirical and UC) DSH reimbursement on hospital cost reports. You will also work with outside vendors and Medicare Administrative Contractors (MACs) in this process. You will directly supervise a staff of five people.
Other responsibilities may include monthly/quarterly/annual financial reporting, assisting in the department’s automation efforts, Medicare/Medicaid/Tricare regulatory analysis, wage index PUF file processing, and other areas as deemed necessary.
Job Responsibilities:
Medicare DSH Reimbursement
Develop consistent processes and reporting to ensure the Company receives accurate Medicare DSH reimbursement due when filing and settling all cost reports. This will include preparing DSH packages for audits and appeals. Will interface with Hospitals, IT&S, State Agencies, DSH vendors, MACs, and Reimbursement staff. Ensure compliance with current regulatory requirements. At a minimum, this objective will be accomplished by:
Supervise staff responsible for the creation of the DSH packages to be included on the FCR, and the S-10 charity/bad debt information.
Supervise staff responsible for the creation of the post filing DSH package (FSP package),
Supervise staff responsible for completing all appeal packages on NPRs issued by the MACs
Prepare impact analysis on SSI% impacts as released and other impacts as deemed necessary
Prepare analysis to identify potential SSI recalculations, and submit to appropriate MACs for processing
Prepare monthly DSH dashboard to track FCR and FSP process.
Leveraging extensive knowledge and depth within the Reimbursement Department
Identification and implementation of best practices
Leveraging systems and technology to achieve efficiencies
Utilizing both internal and external data in developing standardized reporting
Quantification of results
Financial Reporting
Assist with overseeing the RAMS System for tracking agency A/R and Allowance Information, including security monitoring. Assist in the completion of various financial reporting analysis and support on issues relating to Medicare and Medicaid and interact with IT&S, MACs, and Reimbursement staff. Assist in all external audit requests as it relates to financial reporting
Cost Report Automation
Assist in developing automation tools to support the Reimbursement staff with various methods and strategies to achieve efficiencies in the cost reporting process, and interact with IT&S, MACs, and Reimbursement staff.
Regulatory Analysis
Assist in developing the annual Medicare, Medicaid and Tricare regulatory budget change impact for each hospital, and interact with various Corporate departments. Become the point person for the Florida Medicaid APR-DRG Impact analysis
Wage index
Process the wage index public use files (PUF) as they are released by CMS, and create tools to provide to the reimbursement staff for analysis of HCA hospitals, and other hospitals in the HCA markets. Assist in the preparation of MGCRB and rural reclassification analysis as needed.
Assist in the completion of the Occupational Mix survey requirements for each IPPS hospital as required by CMS.
Other
May assist in the development and refinement of other tools (e.g., wage index) utilized by the Reimbursement staff.
Job Requirements:
Bachelor’s Degree is required;
Accounting, IT, or Business Degree preferred
3+ years of experience in a leadership role is required
Must have extensive PC skills including spreadsheets, documents, and presentation applications (databases preferred)
Must have strong analytical, written, verbal, and presentation skills
Understanding of Reimbursement including Medicare DSH preferred
