Summary About the Position: You will serve as Security Specialist for the Executive Office Critical Infrastructure Cyber Security Mandatory Center of Expertise, located in Branson, Missouri. This position can be filled at the GS-12 (with promotion potential to the GS-13) or at the full performance GS-13. Promotion to the next grade is at the discretion of management. Responsibilities Provides full Sensitive Compartmented Information (SCI) oversight to the organization; incumbent is therefore SCI subject matter expert on the UCIC SCI Facility (SCIF) and SCI matters. Responsible for planning, coordinating, developing, and implementing the effective accomplishment of the SCI security and intelligence programs for those activities and agencies who receive SCI support from the UCIC Special Security Office. Responsible for furnishing security and intelligence technical and administrative advice, instructions, and guidance to supported organizations elements and staff. Provides technical advice and support to the Director, UCIC, Security Officer, primary staff, and serviced organizations. Supervises and monitors all corporate SCI security support. Conducts oversight of multi-discipline physical security program execution at USACE control system sites by performing staff assistance visits (SAVs), and special inspections in preparation of Authority to Operate assessments. To qualify for the GS-12: Specialized Experience: One year of specialized experience which includes at least 2 out of 3 following duties: 1) Serve as a special security point of contact for all aspects of Sensitive Compartment Information (SCI) security; OR 2) Manage programs such as Communications Security (COMSEC), Operations Security (OPSEC), Personnel Security, Physical Security, Automation Security, and Industrial Security, as relates to information security; OR 3) Advises, monitors, and regulates day-to-day secure area operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). To qualify for the GS-13: Specialized Experience: One year of specialized experience which includes at least 2 out of 3 following duties: 1) Providing full Sensitive Compartmented Information (SCI) oversight to the organization OR 2) responsible for planning, coordinating, developing, and implementing the SCI security programs; OR 3) Sensitive Compartment Information subject matter expert on the SCI Facility (SCIF) and SCI matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Cyber Security Database Management Systems Operations Security Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement for the GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
