This position exists to represent the entire State Fire Marshal (SFM) division at conferences, seminars, fire schools, county fire chief meetings, and regional fire department meetings. This position coordinates, supports and is a resource for the Minnesota fire service on various issues with emphasis on department administration and operations, e.g. formation of new departments, human resources coordination, operational policies and procedures, specifications and procurement of equipment/supplies, shared fire services, and coordination of services with other public safety entities and the private sector. In addition, the position will serve as the point of contact for coordination of the division emergency response functions within the Minnesota Emergency Operations Plan (MEOP), the Fire Service Intrastate Mutual Aid Plan and emergency support as requested. This position assists the fire code teams with support throughout the state, provides the Minnesota fire service with code advice and guidance on fire and life safety education. The Fire Services & Support Team (FSS) assists fire investigations performed by SFM investigators.

  • This position will be responsible for the Central region of the State of Minnesota including the counties of: Benton, Big Stone, Chippewa, Douglas, Grant, Kandiyohi, Morrison, Mille Lacs, Pope, Stearns, Stevens, Swift, Todd, Traverse.

  • The incumbent of this position will be required to reside (and home office) within one of the counties listed above within 1 year of date of hire.

Minimum Qualifications

  • Three (3) years’ experience as a chief officer of a fire department with responsibilities including human resources coordination, fire department safety and wellness, government relations, budget development and control, administrative and operational policy and procedure (SOP/SOG) development, public speaking, effective oral and written communication, public relations, development of firefighting apparatus and equipment specifications, fire prevention programs, inspections, public education, fire investigations, Fire operations and firefighter training and education.

  • Three (3) years’ experience as a fire ground incident commander with direct responsibility for on-scene firefightingoperations.

  • Experience in the application and interpretation of NFPA National Fire Protection Association or similar standards forfire department administration, fire prevention, investigation, and fire operation, National Incident Management System, (NIMS).

  • Workingknowledgeofcomputersoftware programssuchasMicrosoftOfficeapplicationsandChrome.

  • Within agreed upon time frame, completeHazardous Technician certification, complete Federal Aviation Administration (FAA) Part 107 Drone Operator License.

  • Reside (and home office) within one (1) of the counties listed above

  • Fire Inspector I and Fire Investigator coursework compliant with NFPA all within one (1) year of appointment.

  • Abilitytoworkcooperativelywithindividualsfromdiversebackgrounds.

  • Fire Officer I certification from Minnesota Fire Service Certification Board, or equivalent national certification.

Preferred Qualifications

  • Full-time experience as a chief officer with the rank of fire chief, assistant chief, deputy chief or equivalent.

  • Associate or bachelor’s degree in fire administration, fire protection, fire science or public administration.

  • Successful completion of the National Fire Academy Executive Fire Officer Program.

  • Fire Inspector, Fire Investigator, or Fire Instructor Certification

  • Federal Aviation Administration ( FAA ) Part 107 Drone Pilot

Physical Requirements

Requires occasional lifting of heavy articles, up to 50 pounds. This job requires the ability to climb and descend ladders and steep stairs as may be required to access all parts of a building, the ability to transport oneself long distances to and from inspections/meetings, walking and/or standing to extended periods of time, walking and/or standing on rough terrain and may involve sitting for long periods of time.
