Brief Position Overview

This position assists in managing multi-line insurance programs including property/casualty, commercial property, boiler and machinery, business interruption, crime, fine art, cyber/information security, tort liability, auto, and the associated risk exposure reporting; Montana State University Workers’ Compensation (WC) and Stay-at-Work ( SAW / RTW ) programs and policy.

This position also assists in managing duties related to worker’s compensation First Reports of Injury ( FROI ) submissions and associated work status, time tracking coordination and documentation in combination with Occupational Safety and Health Administration ( OSHA ) injury reporting; the Property Loss Management Programs ( PLMP ) annual binder and/or electronic submittal that can award up to a 10% discount on the campus property insurance premium, certificates of insurance, contract review, and OSHA injury reporting.

Position Details

General Statement

Safety & Risk Management ( SRM ) strives to protect the people, property, and assets of the MSU Bozeman campus. It provides expertise and management in the following areas: Risk assessment and mitigation strategies, MSU Workers’ Compensation (WC) and Stay-at-Work/Return-to-Work ( SAW / RTW ) programs and policy, Property and Casualty insurance programs and Loss Control, Occupational Health & Safety programs, Industrial Hygiene programs, Chemical and Hazardous Waste programs, Electronic Waste/Universal Waste programs, Biowaste program, Fire & Life Safety, EHS policy and training. The position of Insurance Specialist reports to the Director of Safety and Risk Management.

Duties and Responsibilities

• Manage multi-line commercial property and self-insurance programs in coordination with the State of Montana RMTD including property, general liability, cyber/information security, vehicles, international travel, fine art, and professional liability for interns.

• Ensure compliance with insurance, financial reporting and claims management rules and regulations.

• Special event insurance program.

• Provide annual risk exposure and mitigation reporting as part of the Property Loss Management Program ( PLMP ). For an insurance premium discount of up to 10% from our average annual premium, a binder and/or electronic submittal is created that clearly shows documented evidence that identifies and supports MSU Bozeman’s loss management and mitigation strategies. A 4-year loss run of claims is reviewed by multiple levels of management to determine frequency and cause of prior claims, who then put together a written plan to address future mitigation as part of the binder and/or electronic submittal. This includes what is accomplished for preventive maintenance, self-inspections, impairment testing of fire suppressions systems and equipment, pre-fire planning and cold weather precautions used throughout the year.

• WC and SAW / RTW programs, including processing workers’ compensation claims, reporting, participating in claims meetings and associated claims resolution strategies, SAW / RTW opportunities, coordinating job analysis with medical work status restrictions, liaising with the claims administrator for work status, time loss and OSHA reporting requirements, and participating in the Montana University System ( MUS ) workers’ compensation program retreats and meetings; ensure all worker’s compensation and risk management reporting is completed in an accurate, compliant, and timely manner for workers’ compensation, property, liability, cyber/information security, vehicles, and annual RMTDD risk exposure reporting, OSHA reporting, and provide claim investigations, documentation and root cause analysis (investigate what led to claim and ensure documentation of evidence).

• Certificates of Insurance ( COI ): Issue and collect from relevant parties.

• Perform contract review for risk management and insurance as well as optimal balance of risk retention and risk transfer.

• Lead and assist in MSU Policy Development.

• Serve on university campus and other committees/teams to provide risk management consultation and perspective as well as contribute to policy development.

• Function as a role model for customer service and continuous quality improvement.

  Required Qualifications – Experience, Education, Knowledge & Skills

• Bachelor’s degree or associate degree in business, risk management or related field, or equivalent combination of education and work experience.

• Demonstrated knowledge with a variety of multi-line insurance programs, contract language and risk transfer.

• Demonstrated knowledge of MT workers’ compensation laws, processes, and SAW / RTW programs.

• Knowledge of job analysis procedures, medical terminology, and the physical therapy/rehabilitation process.

• Demonstrated knowledge of risk identification, analysis, control, financing methodologies and planning, implementing, and monitoring the risk of management program.

• Must possess strong problem-solving skills.

  Preferred Qualifications – Experience, Education, Knowledge & Skills

• Certification as Certified Insurance Service Representative ( CISR ), Certified School Risk Manager ( CSRM ), Certified Insurance Counselor ( CIC ), or Certified Risk Manager ( CRM ), Associate in Risk Management ( ARM ), or some combination thereof.

• Knowledge of the State of Montana Workers’ Compensation laws, SAW / RTW regulations, Risk Management and Tort Defense lines of insurance coverage and MUS OCHE lines of coverage.

• Familiarity and/or experience with a relational database system such as Banner.

• Technical training in insurance policy language.

  The Successful Candidate Will

• Ability to work independently and to make high-level decisions on behalf of the university to ensure insurance programs compliance and best practices.

• Ability to establish and maintain effective working relationships with staff and students at all levels of the organization, as well as outside stakeholders such as the State Risk Management & Tort Defense staff, as well as insurance adjusters and risk management committee members.

• Ability to manage time effectively, and to work with attention to detail.

• Ability to work with confidential information.

• Ability to use personal computers and software such as e-mail, web browsers, MS Office, and large databases such as the State PCIIS insurance reporting system, Banner, and Origami.

• Ability to communicate effectively, both verbally and in writing. Demonstrated strong written and verbal communication skills and competence in communicating information, directions, and procedures to internal and external stakeholders.

  Position Special Requirements/Additional Information

Must possess a valid driver’s license, an acceptable driving record, and meet all State of Montana requirements to operate State/University vehicles. (If successful candidate possesses a valid out-of-state driver’s license, must obtain a valid Montana driver’s license within 60 days of hire. Do NOT send a copy of the driver’s license.
