Purpose of Classification

The purpose of this classification is to coordinate construction for rehabilitation of housing as requested by homeowners within the community redevelopment areas identified as low income by U.S. Census.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Evaluates initial requests/inquiries for construction work; investigates application discrepancies.

Performs inspections to assess repair requests; probes deteriorated materials; measures areas to be repaired; recommends method of repair; specifies materials needed for repair; estimates repair costs; performs minor emergency repairs; determines structural and code violations limiting type of improvements made to property.

Prepares job specifications; mails bid specifications to contractors; screens contractor applicants; verifies contractor eligibility, licensure, and insurance; analyzes bids for completeness; develops itemized cost estimate comparisons to compare bids; recommends bid selection; notifies owner and contractor of bid results.

Schedules/conducts pre-construction conferences; explains purpose of pre-construction conference; explains work covered; reviews contract for accuracy and completeness at conference.

Monitors/observes job progress; reviews/approves change orders; checks job against specifications; comments on job deficiencies; takes photographs for benchmark and completion comparison; issues certificate of final inspection upon satisfactory completion of job; recommends payment for projects as appropriate.

Provides information and assistance concerning housing rehabilitation and construction information; assists elderly and disabled individuals in completing applications; explains to applicants available programs/services, such as the Paint-Up/Fix-Up Program, Home Improvement Program, SHIP Program, Downtown Facade Grant, and other programs/services; communicates with property owner regarding repairs; acts as liaison between property owner and contractor.

Investigates unpermitted structures and property additions.

Evaluates land acquisition for Infill Program.

Researches code compliance cases, property ownership history, permit information, Department of Housing and Urban Development (HUD) information, and other information; refers to computer files, county records, City Clerk's Office records, Building Department's land card files, or other resources.

Prepares or completes various forms, reports, correspondence, job specifications, cost estimate comparisons, contractor award notices, payment requests, inspection reports, certificates of final inspection, sketches, or other documents.

Receives various forms, reports, correspondence, contractor applications, contractor bids, change orders, insurance certificates, engineering specifications, blueprints, surveys, aerial maps, cost estimate books, code books, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; utilizes word processing, database, Internet, or other software programs.

Operates a variety of equipment and tools associated with work activities, which may include a motor vehicle, camera, radio communications equipment, ladder, measuring tape, or hand tools.

Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.

Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.

Communicates with supervisor, employees, other divisions, other departments, city officials, applicants, contractors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Performs clerical tasks, which may include answering telephone calls and recording messages, coping documents, or filing documents.

Provides assistance or coverage to other employees as needed.

Performs other related duties as required.

Minimum Qualifications

Associate's degree with course work emphasis in construction practices, construction estimating, and construction law; supplemented by five (5) years previous experience and/or training that includes supervisory work in construction trades; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid State of Florida Contractor Certification. Must possess and maintain a valid Florida driver's license.

Health Insurance

The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).

Dental Insurance

Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.
