Job Summary

The University of Colorado, Boulder Police Department (CUPD) is currently accepting applications for a Property and Evidence Specialist ! This position receives, logs, stores, inventories, and assists in the release or disposal of adjudicated property, which requires independent judgment and initiative within the framework of existing policies and regulations. The role is also responsible for the disposing of evidence and transportation of property/evidence to labs for further analysis; all actions taken must adhere to the standards for property and evidence accreditation, and is accountable for preserving the chain-of-custody and security of all property.

The CUPD is a full-service police agency with 46 sworn and 36 non-sworn employees providing community-based public safety services to a diverse community of 36,000 affiliates 24 hours a day, seven days a week, all year long. Every year the department responds to approximately 20,000 calls for service and ensures the safety and security for all of their Big 12 Conference athletic events with attendance at football games exceeding 50,000 fans. Patrolling the campus by foot, bicycle, motorcycle, and vehicle, the CU-Boulder police work diligently with the University community and surrounding agencies to ensure a timely and coordinated law enforcement response.

What Your Key Responsibilities Will Be

Daily Property and Evidence Tasks:

  • Receipt and in-take of all property to the evidence room, including personal property, evidence of crimes, illegal drugs, and money.

  • Checks incoming property and evidence against accepted procedures for accuracy and integrity to preserve the chain of custody of evidence, and testifies in court as needed.

  • Makes a determination on the final disposition of property, to include auctions, donations, destruction, or returning the property to the owner and receives the proper approvals for disposition through the chain of command.

  • Follows policies and procedures for methods for the retention and disposal of property and evidence held by CUPD.

  • Conducts appropriate research to determine proper dispositions for property, releases/disposes of property according to municipal, state and federal laws or court orders.

Professional Development Requirements:

  • Requires the acquisition of certifications in the use of NCIC/CCIC and training and certification through the International Association of Property and Evidence (IAPE), or other approved vendor, as well as ongoing training to maintain those certifications.

  • Requires attendance at scene investigation training through the Colorado Bureau of Investigation or other approved forensic training vendor.

Compliance:

  • Participates in all audits, inventories, and inspections to maintain accreditation compliance for the Property and Evidence Section.

  • Tasked with the submission of property to the state lab in accordance with Colorado law, as well as attending meetings with other state agencies and the District Attorney's office to keep CUPD current on all evidence related developments and changes happening with the aforementioned law enforcement partners.

  • Strictly adheres to all retention and purging procedures for the department, as well as the proper protocols and guidelines for the return of property to citizens and other agencies, and works with internal staff as well as the District Attorney's office regarding dispositions of property under control of CUPD.

  • Coordinates police auctions for unclaimed property and bicycles and determines what will be sold at such auctions.

Scene Work / Other

  • Provides scene and other investigative support, such as evidence collection, photographing scenes, and basic latent processing. This is may be during regular business hours or after hours.

  • Tasked with basic scene processing and will not be responsible for lab processing, unless it is directly supervised by the Section Supervisor.

  • May be responsible in providing testimony in court and performs related duties when required.

What You Should Know

This is the entry-level position in the Property and Evidence Specialist series. Employees in this class work under close supervision as a trainee. During the first year of employment, regardless of experience, employees are encouraged to progress in acquiring skills, knowledge and abilities through a training program.

The position will also be tasked with two weeks of on call status each month for afterhours evidence collection and basic processing. This position may also be required to cover on call for scheduled time off.

This position may operate University vehicles; an active Driver's License is required.

This position is designated as a Campus Security Authority.

What We Can Offer

  • The annual salary is $50,000-$58,000.

What We Require

  • Bachelor's degree in a related field. Equivalent combination of education and experience may substitute.

  • Ability to complete CCIC/NCIC testing and certification within three months of hire

  • Ability to complete IAPE Certified Property and Evidence Specialist Certification, or other approved certification, within three months of hire (if prior property and evidence experience) or within 12 months of hire (if no prior property and evidence experience)

  • Successfully pass a thorough background check, including a polygraph and psychological examination

  • Strong research and information-gathering skills

  • Highly observant and thorough in completing daily tasks and processes

  • Ability to exercise professional judgment when on a scene to determine the best method to document and collect evidence and property
