National Park Service Lead Dispatcher (Public Safety) in Boulder City, Nevada

Summary This position is located in Lake Mead National Recreation Area, in the Visitor and Resource Protection Division, Communications Branch in the Interagency Communications Center. Responsibilities Leads day to day operations in the Interagency Communications Center, which provides logistical support for non-emergency communications and complex all-risk emergency incidents including search and rescue, structural fire, wiland fire, and aviation/vessel tracking and uses knowledge to focus on law enforcement and emergency medical dispatch. Oversees full on-site (query and input) to National Criminal Information Network (NCIC), National Law Enforcement Telecommunications System (NLETS), and Nevada Criminal Justice Information Systems (NCJIS), and Arizona Criminal Justice Information Systems (ACJIS). As a certified APCO (Association of Public-Safety Communications Officials) or equivalent Communications Training Officer instructs all dispatch staff personnel for Public Safety Dispatcher certification and serve as a subject matter expert during training course development. Assists in creating and developing the training program for dispatchers and identifies development and training needs of employees to provide career development opportunities. Training includes utilizing the Incident Management Analysis and Reporting System (IMARS) and Computer Aided Dispatch (CAD) to process records requests. Implements and revises plans, guidelines, and procedures used in the daily operation of an emergency communications center and assists in establishing and accomplishing program priorities for the dispatch operation. Provides technical leadership in telecommunications support, database management, and investigative analysis functions. Physical Demands: The work involves long hours of sitting or standing, intense concentration, and working at peak proficiency/intensity levels with irregular breaks and/or mealtimes. The duties of this position create a highly stressful environment during peak activity, requiring the ability to keep calm in emergency situations. Incumbent is expected to work for long hours exceeding normally scheduled shifts in case of emergencies and be expected to work holidays and weekends. Must be able to cope with the pressure of meeting time frames and changing priorities. Mental concentration and accuracy are required. Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. Incumbent must possess manual dexterity enough to operate computer terminals/keyboards and related equipment and to maintain written logs. Travel associated with occasional field trips may require some walking and climbing. Must be able to respond to after hour call-outs. Working Conditions: The work is performed primarily in an office setting. Radios are continuously monitored, and many frequencies must be monitored simultaneously. Telephones constantly ring and result in frequent periods of excessive and constant noise. Incumbent must be able to multi-task and concentrate on work projects amidst noise, interruptions and the movements of others. This creates a hectic and high stress work environment. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Must possess and maintain National Crime Information Computer system (NCIC) certification. Condition of employment: You must obtain within 6 months of the entry on duty date, the following certifications: Certification as a full access/unrestricted operator for the and the National Law Enforcement Telecommunications System (NLETS) interstate justice and public safety network upon entry on duty. Current certification as an Emergency Medical Dispatcher (EMD), provided in a formal training environment by a professional organization approved by the International Academies of Emergency Dispatching upon entry on duty. Qualifications All qualifications must be met by the closing date of this announcement-10/15/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. SELECTIVE FACTOR: This position performs as a Lead Dispatcher in a Communications Center that provides public safety dispatch operation in a complex environment and must possess and maintain National Crime Information Computer system (NCIC) certification is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-09 grade level, you must possess the following specialized experience by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Providing technical guidance, orientation, and training to lower-level dispatchers in areas such as alarm monitoring systems, records management systems, computer aided dispatch systems, message notification systems, and report-writing systems; Using in-depth knowledge of dispatch operating systems, databases, and equipment, resolving unusual and difficult technical problems with various radio/telephone systems, computer databases/systems, and technical equipment used in a dispatch center; assisting other dispatchers in resolving both emergency and non-emergency calls for service and the appropriate response to emergency incidents or reports of criminal activity; coordinating responses for a wide variety of complex public safety related incidents and operations which can involve multiple units, competing jurisdictions, remoteness/highly urbanized, and high visibility/media interest. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE REQUIREMENTS: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
