U.S. Coast Guard Supervisory Facilities Operations Specialist, GS-1640-13 in Boston, Massachusetts

Summary This position is located in the Department of Homeland Security, U.S. Coast Guard First District, Base Boston, Facilities Engineering Department, Boston, MA. Responsibilities The function of this position is to supervise staff involved with the planning and execution of major repairs and improvements annually. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: * Managing the planning and execution of preventative maintenance (and repair) of facilities, grounds, and rolling stock (utility vehicles, forklifts, cranes and overhead weight handling equipment). * Participating in the planning and design of new projects assisting the Chief, Base Facilities Engineering department (FED), the Civil Engineering Unit, and the Facilities Design and Construction Center, and Shore Infrastructure Logistics Center. * Managing the biennial facilities engineering division inspection effort in accordance with the Civil Engineering Manual. Participating in periodic, detailed inspections of existing facilities including buildings, piers, utilities and major equipment to determine their continuing adequacy to meet all mission requirements. * Preparing and/or reviewing project plans, schedules and specifications for minor constructions projects to be completed with department personnel or by small contract. * Serving as on-site inspector and Contracting Officer’s Representative (COR) for various contracted projects including new construction and major maintenance or repair. * Serving as the point of contact to manage the Department’s preventative maintenance and work order management database, energy management systems, and other facility engineering applications. * Developing annual spend-plan for the Department and serving as approving official for purchase requests, including master of LUFS, the Coast Guard’s financial accounting system. Also making recommendations to the Department Chief on prioritization of the annual AFC-43 (major, non-reoccurring, maintenance & repair) program. * Developing and approving performance plans/standards; rendering formal evaluations on military and civilian subordinates; providing written and oral feedback/advice/counsel to employees; recommending selections, promotions, reassignments; holding personnel accountable for performance; effecting minor discipline; identifying training needs and establishing a sustainable training program and coordinating actions with other subordinates. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. The position requires a valid state driver's license. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Qualifications for GS-13: To qualify at the GS-13 level: Applicants must have at least 1 year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience includes: Overseeing the safekeeping of facility materials and related equipment; evaluating facilities for compliance with applicable codes and regulations; and developing facility maintenance plans that include the oversight of construction activity; experience lead, supervise and director subordinate. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
