State of Massachusetts Director, Division of Apprentice Standards in Boston, Massachusetts

The Director is the senior-ranking manager of the Division of Apprentice Standards (DAS) within the Executive Office of Labor & Workforce Development (EOLWD). DAS is responsible for the oversight of registered apprenticeship programs in the Commonwealth of Massachusetts. Our goal is to connect people to high-demand job opportunities across the Commonwealth through equitable access to training and employers. A major focus of the Division is to grow and diversify apprenticeship opportunities in all sectors. Reporting to the Undersecretary of Apprenticeship, EOLWD, the Director is primarily responsible for strategic leadership, budgeting, grants management, program development, policy compliance, stakeholder engagement, data analysis, and promotion efforts for DAS. Duties and Responsibilities (these duties are a general summary and not all inclusive) * Provide strategic leadership and direction for DAS, setting goals and objectives that align with EOLWD’s registered apprenticeship and talent development priorities. Implement goals of existing DAS strategic plan and oversee strategic plan updates as needed. * Work with staff to manage continued development of registered apprenticeship programs across traditional and expansion industries, ensuring they meet regulatory standards and industry sector needs. * Develop and manage DAS budget and administer federal and state revenues. Oversee USDOL grant applications, reporting, and expenditures. Develop and manage vendor contracts, oversee RFRs/RFQs, and approve grant invoices. * Develop and implement policies and procedures for registered apprenticeship programs by incorporating industry research, best practices, and evidence-based solutions, in accordance with MA and USDOL regulations. Work with general counsel to ensure compliance across all programs. Oversee registered apprentice tax credit programs. * Work with Apprenticeship Liaison team to engage with employers, labor unions, business groups, educational institutions, and other key stakeholders to build partnerships, promote registered apprenticeship programs, and strengthen diversity, equity, and inclusion efforts in traditional and expansion sectors. Assist and guide state apprenticeship council. * Monitor and analyze registered apprenticeship program data to assess effectiveness, identify trends, and track progress on diversity and accessibility goals. Prepare and present reports to Undersecretary, EOLWD leadership, and external stakeholders as needed. Ensure ongoing compliance with USDOL certifications and performance reporting for grants. * Actively promote the value of apprenticeship, and pre-apprenticeship, and advocate for expansion of programs. Highlight success stories and the role of registered apprenticeships in driving economic opportunity, creating talent pipelines, and closing equity gaps. Develop, execute, and manage marketing campaigns as needed to achieve goals and reach target audiences.* *Preferred Qualifications: * Experience working with federal grant funding administration. * The ability to build a supportive, collaborative culture across multiple stakeholders working towards the same goal, regardless of whether or not you directly manage them. * Compelling communicator and presenter with excellent interpersonal, conversational, and writing skills. * The belief that apprenticeship is a valuable talent pipeline development tool for businesses, and that high quality employment pathways should be available to all Massachusetts residents. * The ability to effectively translate bureaucratic, technical content to a wide variety of external business, education, and workforce partners. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
