TOWN OF BOONE Commercial Zoning Administrator in Boone, North Carolina

The Town of Boone Planning and Inspections Department is seeking qualified applicants for the position of Commercial Zoning Administrator. The Planning and Inspections Department assists the Town Council and appointed Boards and Commissions in managing growth and promoting public health, safety, and general welfare through the formulation of plans and policy recommendations, as well as the administration of the Towns Unified Development Ordinance, North Carolina State Building Codes, and various other codes and statutes. Our goal is to provide the very best service to our customers in the community while developing strategies to guide growth that preserves and enhances both the natural and built environments while creating a community of lasting value. The Department is made up of four divisions/teams that work collaboratively to achieve Department and Town goals: Office Administration, Code Compliance, Zoning Administration, and Advanced Planning. The Commercial Zoning Administrator serves as the primary Planning and Inspections team member in Zoning Administration responsible for the coordination, review, interpretation, implementation, and inspection of all planning or zoning applications associated with commercial (including multi-family) development; related work as required. The ideal candidate will have a positive attitude, be team-oriented, be able to provide clear, timely, and thorough responses to inquiries, and have advanced knowledge of zoning and site planning principals and construction. This person will effectively manage tasks, adhere to deadlines, foster productive working relationships, solve problems proactively, and provide exceptional customer service. This position reports to the Deputy Director as outlined in the Departments organizational chart. A limited hybrid work schedule may be available in accordance with Department policy; however, the expectation is primarily to be in-person due to the responsibilities of this position. This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires standing, walking, pulling, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. ESSENTIAL FUNCTIONS/TYPICAL TASKS: *The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Reviews applications, civil site plans, subdivision and annexation plats, and other details and specifications for accuracy and completeness related to all types of construction and development. Requires the ability to read, interpret, and fairly and consistently apply the requirements of the Towns Unified Development Ordinance, Town Code, other applicable state and federal requirements, and department policies. Regularly prepares staff reports and presents cases on proposed developments to boards and commission. Prepares, maintains, submits, and/or reviews reports and publications; collects and maintains related information; updates and maintains databases; This position requires extensive interaction with other department staff, Town departments, outside agencies, applicants, design professionals, and the general public therefore effective collaboration and communication is required. Organize and maintain simple to complex files. Responds to public inq iries regarding commercial related zoning matters. Serves as the In-House Planner to respond to walk-in customer traffic as assigned. Assists Code Compliance Officers with zoning related enforcement issues. Performs similar or related work as required, directed or as situation dictates. KNOWLEDGE, SKILLS AND ABILITIES: Excellent written and verbal communications skills, including public presentation skills, with sensitivity to the information needs of stakeholders and audiences. Excellent interpersonal skills for establishing and maintaining effective working relationships with staff, other departments, elected officials, media, and the public. Well-developed knowledge of planning disciplines. Well-developed knowledge of construction processes. Strong knowledge of computer programs and applications, which may include Microsoft Office, Internet applications, and database management. Requires the ability to read, interpret, and fairly and consistently apply the requirements of the Towns Unified Development Ordinance, Town Code, other applicable state and federal requirements, and department policies. Present technical information clearly, concisely, and in an informative and interesting manner to elected officials and the public orally and in writing. Effective team building and leadership skills including consensus-building to resolve conflicts. Problem analysis and decision-making, adaptability/flexibility, and stress tolerance in a highly visible public environment. Ability to work on several projects or issues simultaneously. Ability to manage projects effectively and meet firm deadlines. Ability to facilitate in-person and virtual public participation activities.
