Summary Statement

The City of Boise Public Works Department is seeking an engineer with wastewater experience to lead and mentor a team of 3 junior engineers in capital projects for our water renewal facilities. In this role, you'll work with program managers and operations staff in projects ranging from $500K upward .   • Performs supervisory, administration, and professional engineering work while directing the major water renewal engineering activities of the public works department.

  • Provides senior-level licensed engineering oversight, solving problems of the highest technical difficulty, and mediating delicate public relations matters in a timely manner in the best interest of all parties concerned.

Essential Functions

Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group. Performs the tasks of subordinate employees, as needed.

Designs and engineers a variety of projects at water renewal facilities and is the engineer of record for projects completed by the city.

Provides support to program and project management teams by directing and assigning tasks to team members to ensure deadlines are met.

Reviews and critiques wastewater treatment system proposals, plans, reports and designs completed by consultants.

Conducts business case evaluations for assigned projects. Prepares requests for qualifications (RFQ) and request for proposal (RFP) and participates in the review and selection of vendors.

Works closely with the water renewal operations and maintenance staff in identifying and resolving issues.

Coordinates with consultants, contractors, architects and planners for new treatment systems construction.

Requirements

Required Knowledge, Experience, And Training

  • Bachelor’s degree in civil, structural, sanitary, or mechanical engineering or a closely related field, and

  • Licensed as a Professional Engineer (PE), and

  • 6 years of progressively responsible engineering experience in the practice of complex project development and engineering project management, and

  • 2 years of experience managing complex public works projects with supervisory responsibilities, or an equivalent combination of experience.

Knowledge of:

  • principles and practices of wastewater engineering;

  • project management;

  • budgets and budget administration;

  • engineering contract administration; and

  • interpreting engineering plans and specifications

Ability to:

  • design safe, efficient, and effective treatment systems;

  • plan and direct the work of staff and contractors;

  • read, interpret and comply with laws, ordinances, policies, and procedures;

  • analyze information, identify alternatives, and develop sound conclusions;

  • effectively communicate complex technical information with non-technical staff, elected officials, and the general public;

  • communicate effectively in the English language at a level necessary for efficient job performance; and

  • perform all essential functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

  • Masters degree in civil, structural, sanitary or mechanical engineering or a closely related field and

  • 9 to 15 years of management experience in the practice of public works engineering and construction, including experience in planning and directing complex engineering projects and supervision of professional engineering staff.

  • Demonstrated experience with complex systems, wastewater treatment processes, and wastewater collections.

Knowledge of:

  • statutes, ordinances, and regulations governing engineering practices and procurement.

Licensing And Other Requirements

  • Valid state-issued driver's license.

  • Licensed by the State of Idaho as a Professional Engineer (PE) or, if licensed in another state, ability to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of hire date.

Working Environment

The work environment will include inside conditions and outdoor weather conditions. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids, and chemicals as well as exposure to various hazards associated with water renewal construction sites and projects.

This position works: weekend, shift, and holiday work may be required, as projects or emergencies dictate.
