Example of Duties:
Provides leadership, oversight, and management of the Plumbing Program for the Building, Construction, and Real Estate Bureau of the Idaho Division of Occupational and Professional Licenses. This program supports all plumbing inspection services throughout Idaho, and serves as the subject matter expert for the Plumbing Program. Works closely with other trades program managers, as well as licensing and compliance staff within the Division. Serve as the Executive Officer for the Plumbing, HVAC, and Liquid Petroleum Gas Boards.
Executive Officer Duties include;Acting as the primary point of contact for assigned boards, working directly with the board chairs, legal counsel and others to draft agendas, ensure appropriate board meeting content, trouble shoot issues, working with finance regarding budgetary items, conducting research as required by the board and the administrator, providing direction to the board, acting as a member of the national associations, work with DOPL administrator to recommend changes to rules and statutes for assigned boards, other duties as assigned.
Responsibilities include: overseeing operational staff within the plumbing inspection program, including providing support and guidance to relevant supervisors and inspectors; overseeing the procedures and processes in carrying out the functions of the plumbing program; ensuring that the program operates according to the statutes, rules and policies; and facilitating appropriate and effective communication between the Division and stakeholders, state government, and the public.
Minimum Qualifications:
Some knowledge of management practices
Experience managing a major program and supervisor staff
Minimum Specialties:
Managing and improving program development and performance
Analyzing complex management issues and developing recommendations for improvement
Analyzing data and preparing written reports about findings
Identifying and resolving complex system-related problems dealing with end users and vendors
Preferred Qualifications:
Licensed as Journeyman Plumber in the State of Idaho
Working knowledge of plumbing codes and other state and local building codes, including fire, energy, and relevant life-safety codes
Demonstrated ability in interpreting and applying rules, policies, and procedures related to the plumbing program to ensure compliance with state and federal laws
Experience making oral presentations to groups relative to updates to the National Plumbing Code
Experience developing and/or monitoring budgets
At least 3 years’ management experience, including supervising remote and/or field staff
Ability to work closely with stakeholders, including contractors and homeowners
