The Idaho Department of Labor is seeking to fill the position of State Monitor Advocate in our central office in Boise. The position is responsible for developing, implementing, and maintaining a statewide advocacy and monitoring program for employment services and outreach provided to migrant and seasonal farm workers (MSFWs).

Example of duties:

  • Monitor the State Workforce Agency’s (SWA) services to Migrant and Seasonal Farmworkers (MSFWs) and the SWA’s outreach efforts on an ongoing basis to help ensure MSFWs have meaningful and equitable access to SWA services for which they may qualify.

  • Advocate for improved services in the structure of and delivery of services to MSFWs through the state’s workforce development system to better address the employment and skill needs of farmworkers. Establish an ongoing liaison with WIOA sec. 167 National Farmworker Jobs Program (NFJP) grantees including meeting at least on a quarterly basis and establishing an MOU.

  • Establishes an ongoing liaison with other organizations serving farmworkers, agricultural employers, and agricultural employer organizations in the state.

  • Ensure significant offices that have not been reviewed by the regional office are reviewed annually using a review instrument approved by the national office and accompanying the outreach worker to field visits to farmworker’s working living and gathering areas.

  • Review on a quarterly basis all statistical and other data to determine level of compliance.

  • Report findings of annual reviews and ongoing monitoring offering guidance to achieve compliance.

  • Conduct frequent field visits to the working, living, and gathering areas of MSFWs, to discuss employment services and other employment-related programs with MSFWs, crew leaders, and employers.

  • Participate in training provided by Regional and National Offices and other agencies and organizations as to maintain competency and understanding of the unique needs of farmworkers and protections available to them.

  • Provide any relevant documentation requested from the SWA by the Regional Monitor Advocate or the National Monitor Advocate, including the submission of quarterly reports and an annual summary.

  • Review and approve the SWA's Agricultural Outreach Plan (AOP).

  • Review and comment on proposed State ES directives, manuals, and operating instructions relating to MSFWs.

  • Performs other duties as assigned.

Minimum Qualifications: You must possess all the minimum qualifications below to pass the exam for this position. You must attach a resume, work history and references to your application.   • Good knowledge of federal regulations and employment service delivery systems related to migrant and seasonal farm workers.Typically requires experience working as a farm worker or experience working with agencies such as Legal Aid, farm worker service organizations, career counselor, Workforce Consultant, job coach, or social worker where serving MSFW’s was a major portion of the job.

  • Good knowledge of migrant workers' problems, work habits, and lifestyle.Typically requires approximately one year of experience in a work setting, providing services or assistance to seasonal farm workers. Experience assisting individuals with public assistance, housing, employment, or educational opportunities, or experience as a migrant seasonal farm worker would also qualify.

  • Some Knowledge of training methods.Typically requires approximately one year experience presenting formal training sessions to groups.

  • Experience interpreting and applying laws and regulations and explaining them to others.Typically requires approximately one year of experienceinterpreting, applying and explaining rules, regulations to others for the purpose of determining eligibility, providing services, etc.

  • Experience conducting in-depth fact-finding interviews.Typically requires approximately six months of work experience conducting in-depth fact-finding interviews OR six credit hours of college coursework in which effective use of communications skills was clearly emphasized.

  • Experience preparing written reports and correspondence.Typically requires approximately one year of experience in a business setting composing and completing business reports and correspondence in final form.

  • Experience monitoring and evaluating program operations.Typically requires approximately one year of experience monitoring program progress, assessing reasons for variances between actual and planned performance, and developing or recommending corrective action or changes to policies and procedures.

  • Bilingual fluency in speaking, reading, and writing both English and Spanish.

Expertise In:

  • Fully bilingual in English and Spanish, able to speak, read and write in both languages to efficiently communicate with the significant proportion of the state MSFW population and to effectively communicate in a professional level.

  • Very strong interpersonal skills and communication skills (written, verbal and presentation); ability to build relationships with multiple stakeholders—optimistic, thoughtful, courteous, and personable.

  • Strong organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; exceptional attention to detail.

  • An innovative mindset and ability to consistently improve systems and processes.

  • The ability to be flexible and work well under pressure in a fast-paced team environment; aptitude for ongoing learning and adjusting to frequent changes in processes.

  • Ability to work successfully and with utmost integrity and respect in cross-cultural environment and with English Language Learners.
