Learning and Development Coordinator:
Supports organizational learning and performance for the City of Boise by creating, implementing, and conducting training and development programs.
Assesses citywide performance needs to identify gaps in skills and to improve behaviors throughout the organization.
Collaborates with leaders to enhance organizational and employee performance through targeted learning and performance initiatives.
Works under general direction.
Essential Functions
Facilitates development and learning activities in a variety of modalities including in-person, online, and virtual. (40%)
Develops curriculum, content, and development programs using instructional design principles. Conducts organizational needs assessments and works cross-functionally to ensure learning opportunities are available and aligned with strategic goals, initiatives, processes, and programs. (20%)
Designs and implements tailored team-building activities to address specific performance gaps, collaborating with supervisors/managers and other subject matter experts to align with organizational needs and enhance overall team performance. (10%)
Utilizes a learning management system for record-keeping and deployment of training. (10%)
Researches organizational development, workforce planning, and human resources best practices, providing research summaries to leadership for consideration. (10%)
Consult with leadership regarding organizational and employee learning and performance needs and provide recommendations for interventions – including custom design or vendor solutions. (10%)

Requirements
Required Knowledge, Experience, And Training
Bachelor’s degree in a related field and three years of experience working in education, instructional design, training and development, business management, or an equivalent combination of education and experience.
Knowledge of: adult learning theories and instructional design; designing, conducting, and analyzing organizational needs assessments for organizations of 500+ employees; principles and practices of organizational development and human resources; learning management systems; and computer usage including related software.
Ability to: evaluate and facilitate learning and development for professionals in a structured adult learning environment; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Five years of experience working in education, instructional design, training and development, or business management.
Experience in curriculum and course development.
Coaching, instructional practices, or other related certifications.
Experience with the Articulate platform.
Licensing And Other Requirements
Valid state-issued driver's license.
Special Requirements

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 20 pounds and rarely lifting/carrying up to 35 pounds. Also, the employee is occasionally pushing/pulling up to 20 pounds and rarely pushing/pulling up to 35 pounds. The noise level is occasionally moderate. Work includes the sensory ability to talk and hear. Work in this position also includes close vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.
Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position. Must be able to navigate a variety of walking surfaces including, but not limited to, uneven surfaces, slippery surfaces, stairs, and areas under construction.
This position works weekends or evenings to accommodate training and facilitation schedules, as needed.
