Summary:

The Mission of the Idaho Department of Correction is to create a model correctional system that provides equitable access to programming and opportunities that reflect a community experience, foster connections, and restore victims of crime.

The Idaho Department of Correction (IDOC) seeks candidates for the position of Grants/Contracts Officer at their Central Office located in Boise, Idaho. As part of IDOC’s Contract Administration Unit under the Management Services Division, the Grants/Contracts Officer works cross-collaboratively with departments across the agency to provide programmatic grant administration, technical assistance, and some contract support.

This position reports to the Grants/Contracts Management Supervisor and works closely with internal and external stakeholders, contractors, and grant funders in support of correctional operations. Candidates with grant administration experience are encouraged to apply.

Responsibilities:

  • Ensures grant and contract compliance with standard operating procedures, Idaho Code, Federal Codes, and other requirements.

  • Interprets and applies complex contract language, regulations, laws, or policies.

  • Provides grant-related training and technical assistance to divisions across the agency.

  • Maintains electronic grant documentation.

  • Obtains and submits grant reports; Ensures expenditures are in a manner consistent with grant requirements of necessary, reasonable, and allocable.

  • Reviews, audits, and approves invoices.

  • Develops and maintains key stakeholder relationships.

  • Researches grant/contract challenges, strategic needs, and offers solutions.

  • Provides grant research, grant writing, and grant project design support.

  • Performs procurement and contract administration duties as assigned.

  • Cross trains across the grants, contracts, and purchasing unit.

Minimum Qualifications:

  • Experience developing grants or contracts including identifying goals and timetables and determining program needs and funding. Typically met by at least one year of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions; OR at least one year of experience providing technical assistance in all aspects of grant or contract development.

  • Experience monitoring and evaluating grant or contract activities and expenditures. Typically met by at least one year of experience monitoring and evaluating contract activities for compliance with contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities; OR recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance; OR providing technical assistance with contracts, AND proposals.

  • Experience Interpreting laws, regulations, and policies and advising on their requirements. Typically met with at least one-year experience reviewing information or documents for compliance with laws, regulations and policies and advising on their requirements OR explaining to others how laws, regulations and policies apply to specific situations.

  • Experience evaluating statistical and financial information and developing reports of findings. Typically met with at least one year work experience evaluating and analyzing statistical and financial information and preparing narrative or statistical reports of findings.

Preferred Qualifications:

  • Federal grant management experience.

  • Demonstrated ability to effectively manage multiple projects at a time, with a variety of stakeholders and end users.

  • Knowledge of government procurement, including commonly used contracting methods and contract types.
