The Idaho Division of Human Resources (DHR) is seeking a Human Resource Associate. This announcement will be used to fill a classified position located at the Idaho Department of Correction (IDOC) located in Boise, ID. This position will provide support for IDOC, Correctional Industries, and the Commission on Pardons and Parole, and will work collaboratively with the Idaho Division of Human Resources.

Summary:

To perform human resource administrative support tasks encompassing the employee lifecycle such as recruitment and selection, classification, compensation, employee development and training, employee relations and employment compliance activities. This position may provide support to multiple agencies.

Responsibilities:

  • Maintaining employee records, responding to requests for information, orienting new employees

  • Entering personnel actions for compliance with federal, state and agency rules, policies and procedures, and preparing and submitting personnel, payroll and benefits documents

  • Assisting in areas such as recruitment, training, employee relations and classification program

  • Supporting recruitment functions such as composing announcements, creating, modifying and implementing recruitment plans, explaining application and hiring processes, and supporting managers regarding election practices

  • Recommending feedback and changes to human resource policies, researching and communicating with agency staff on human resource trends and issues and assisting in the problem-solving process

  • Conducting preliminary classification work including collecting job analysis data, recommending revisions to existing class specifications, and compiling compensation data

  • May process payroll and perform related functions

Distinguishing Characteristics

This is the first level in Human Resource job family. This classification does not require any prior HR specific experience. At this level incumbents operate within routine practices utilizing established systems, resources, policies and information to complete their work. The primary focus of this position is information processing and gathering. Refers any complex issues to appropriate resource.

Minimum Qualifications:

Good knowledge of:

  • Administrative support functions including organizational skills, composing business documents, compiling and summarizing data

Experience:

  • Providing customer service

  • Interpreting, applying and explaining laws, rules, regulations and policies

MQ Specialties:

Ability to:

  • Willingness to work in a correctional facility

Preferred Qualifications:

Some knowledge of:

  • Interviewing methods

  • Computerized record systems

Experience:

  • Making presentations before groups

  • Preparing written correspondence and reports

  • Performing complex data analysis

  • Coordinating recruitment using an applicant tracking system
