The Idaho Department of Fish and Game (IDFG) is currently seeking a Grant/Contracts Operations Analyst to evaluate grant or contract applications; provide grant or contract coordination and technical assistance; perform related work. The Grants/Contracts Operations Analyst will work in our Wildlife Bureau from our Headquarters office, situated adjacent to the Boise Greenbelt, the MK Nature Center, and the Kristin Armstrong Municipal Park in Boise.

    Responsibilities:

  • Grant Evaluation/Coordination

o Provides the Wildlife Bureau support, coordination, and tracking for Federal Aid in Wildlife Restoration, ESA, Section 6, State Wildlife, Bureau of Land Management, US Forest Service, Bureau of Reclamation, and Non-Government Organization grants

o Coordinates federal applications, amendments, and reporting in multiple electronic grant tracking programs

o Tracks and reports on actions for Conservation of Species (TRACS) for Federal Aid grant programs

o Formats, edits, proofreads, and distributes annual Federal Aid Grants granting documents, progress reports and statewide reports

o Works with Wildlife Staff Biologist to support all federal ESA, NEPA, and Historical preservation compliance regulations

  • Contracts/Agreements/Subrecipient Monitoring

o Provides the Wildlife Bureau support for monitoring contracts and agreements

o Tracks University Research agreements and works with the Bureau of Communication for Shooting Range agreements

o Completes subrecipient determination and monitoring

  • Technical Assistance

o Responds to inquiries regarding grant or contract availability requirements and procedures

o Notifies grant applicants or contractors of program deadlines, procedures and status

o Provides technical assistance and advises grantees or contractors on interpretation of program regulations, guidelines, compliance needs

o Participates and supports IDFG and IDFG programs through federal, state and legislative audits

o May develop, design, or modify forms and documents

o Is a member of the IDFG Federal Aid Coordination team and may sit on USFWS Conservation Investment committees or teams to provide technical assistance

Minimum Qualifications: (These qualifications are required.)

  • Some knowledge of grant or contract administration. (Typically gained by completion of an 8-hour course or training specifically covering grants and/or contract administration (grant-writing only does not qualify) ORat least one year of experience developing and monitoring grant budgets, scope of work, timetables, reporting requirements. Experience should include reviewing reports, expenditure, and budget information, and compiling performance data.)

  • Some knowledge of bookkeeping. (Typically gained by at least one semester of high school bookkeeping OR approximately one year of work experience making routine debit and credit transactions, using worksheets and developing reports.)

  • Experience interpreting, applying, and explaining laws and regulations. (Typically gained by at least one year of work experience interpreting, applying, and explaining laws to others.)

  • Experience interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations, or requirements.   • Experience collecting, organizing and evaluating data and writing a narrative report of findings.     The ideal candidate will have experience developing and monitoring grants including reviewing reports, expenditure, and budget information, and compiling data, coordinating federal grant applications, amendments, budget development and reporting through a variety of tracking systems. They will have experience coordinating, communicating, and providing training to a diverse array of stakeholders related to grants, contracts, compliance, reporting requirements, and needs. They also will have experience providing technical assistance and advice to grantees, sub-recipients, and/or contractors on interpretation of program regulations and guidelines. Additional consideration may be given at the time of interview to candidates who have relatable training and/or experience.
