Are you passionate about Geographic Information Systems (GIS) and ready to take your career to the next level? We are recruiting for an GIS Manager in the IT Manager II job classification to manage and oversee the GIS Unit in Property Tax.

Minimum salary is $37.68 per hour, rate of pay will depend on qualifications and experience.

Summary:

This position will work with County Assessors and the various taxing districts in the State of Idaho. The position requires background in computer hardware and software configuration, good knowledge of cadastral mapping, coordinate geometry (COGO) and land surveying concepts and experience applying GIS in land records/lands information systems planning and analysis.

Responsibilities:

  • Plans, develops, and implements a department-wide geographic information system

  • Manages staff in geographic information system, digital image analysis, digital and manual cartography, and database development

  • Hires and trains staff

  • Manages the training of county mapping staff

  • Develops annual operating and equipment budget

  • Sets priorities, schedules, and assigns mapping, drafting and GIS projects

  • Provides consultation to department staff, Idaho Counties, and other agencies and taxing districts on geographic information systems

Minimum Qualifications:

  • Some knowledge of:

    • Budget practices (cost/benefit analysis). Typically gained by six months of work experience performing budget related duties, specifically conducting cost and benefit analysis OR completion of two three credit or equivalent upper division college-level coursework related to budget or financial management.
  • Good knowledge of:

    • Management practices. Typically gained by six months of work experience performing budget related duties, specifically conducting cost and benefit analysis OR completion of two three credit or equivalent upper division college-level coursework related to budget or financial management.
  • Current trends in information technology. Typically gained by equivalent college level course work to an associate degree /vo-tech coursework directly related to current information technology trends OR two years of work experience in information technology. Education and experience must be within the last five years.

  • Computer hardware and software capabilities and limitations. Typically gained by two years of work experience in the information technology field working with multiple technologies OR an equivalent combination of classroom training that covered multiple technologies and work experience in the information technology field working with multiple technologies. Education and experience must be within the last five years.

  • Experience:

    • Supervising and training a technical IT staff in delivering services to end users. Typically gained by one year of experience supervising and training a technical IT staff in delivering services to end users.
  • Installing and maintaining multiple operating systems and system software which includes multiple technologies and platforms and resolution of conflicting goals with various users. Typically gained by three years or more of experience where you were a major participant in projects involving all the above areas with direct responsibility for specific phases.

  • Identifying and resolving complex system-related problems dealing with end users and vendors and translating them into workable solutions in a business environment AND making recommendations based on established standards. Typically gained by three years of experience performing the following functions: designing, implementing, and/or maintaining solution to meet defined business need AND three years of experience making recommendations based on established standards.
