The Idaho Division of Human Resources (DHR) is seeking a highly skilled and motivated Financial Specialist, Senior to join our dynamic team in downtown Boise, ID. This is a unique opportunity to play a pivotal role in ensuring our agency’s financial operations meet the highest standards of integrity and excellence.

Summary:

As the Financial Specialist, Senior, you will be the primary support of our financial management, responsible for a broad range of critical functions, including managing our agency’s budget, preparing financial projections, processing payroll, and overseeing accounts receivable and payable. In this role, you'll also have the opportunity to lead projects such as asset management and contract support.

Your expertise in Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards will be essential as you navigate financial processes. Your proactive approach and attention to detail will be crucial in ensuring compliance with state and agency policies, while your ability to recommend and implement process improvements will help drive our operations forward.

Responsibilities:

Financial Management

  • Annual Budget Submission: Prepare and submit our annual budget request in compliance with the Division of Financial Management (DFM) and the Legislative Services Office (LSO) guidelines

  • Budget Allocations: Develop and allocate budgets for programs, ensuring alignment with our organizational goals

  • Revenue Monitoring: Ensure accurate and timely receipt of DHR fees from agencies and make recommendations for modifications

  • Annual Closing Packages: Prepare and review annual closing packages to ensure completeness and accuracy

  • Month/Year-End Closings: Execute month-end and year-end closing processes, ensuring accurate financial reporting

  • Monthly Reconciliations: Conduct monthly financial reconciliations to maintain accurate and up-to-date financial records

  • Risk Management Reporting: Submit the annual Risk Management Report, including updates on inventory and bond/crime statistics

  • Audit Support: Provide support for LSO audits, ensuring compliance and accuracy

  • Executive Presentations: Deliver presentations and provide strategic recommendations to the executive leadership team on financial management matters, supporting informed decision-making

    Asset Management and Contracts

  • Inventory Management: Oversee inventory and manage surplus property. Make recommendations on replacements needs and coordinate purchases

  • Contract Management : Administer and monitor contracts, ensuring compliance with terms and conditions, and coordinating renewals, amendments, and terminations as needed

    Financial Transactions

  • Oversee and Approve Transactions : Process PCARD, travel, and accounts payable transactions, ensuring accuracy and compliance with established policies

  • Financial Adjustments : Prepare and approve adjusting entries as necessary to maintain accurate financial records

  • Financial Reporting : Prepare general ledger reconciliations and generate ad hoc financial reports to support decision-making

  • Process Improvement : Review and enhance financial processes and procedures, recommending and implementing improvements

  • Internal Controls : Evaluate and refine internal control procedures to adapt to evolving business needs

  • Training and Documentation : Develop and update training materials to ensure staff are well-informed on financial policies and practices

  • Staff Support : Provide guidance and assistance to staff on policies and procedures related to PCARD, travel, requisition requests, and accounts payable

    Payroll Processing and Maintenance

  • Bi-Weekly Payroll Management: Review and process time entries to ensure accurate and timely bi-weekly payroll

  • Staff Support: Offer guidance and assistance to staff on payroll-related policies and procedures, ensuring compliance and clarity

Minimum Qualifications:

Good knowledge of:

  • Accounting principles and practices

    Experience:

  • Developing and preparing financial documents

  • Using a personal computer to develop, analyze, and report on financial data

  • Analyzing financial activities and recommending management action

Preferred Qualifications:

Experience:

  • Working with the State of Idaho Luma system or Infor
