QUALIFICATION REQUIREMENTS:Applicants must attach to their application individual responses addressing each requirement separately.

(3) Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation. If a selected candidate does not have a current favorable T3, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.(At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)

JOB TITLE: ELECTRICIAN - JOURNEYMAN

CLASS CODE NUMBER: 20225

INTRODUCTION: This position is assigned to an Idaho National Guard facilities maintenance organization functioning within the State of Idaho – Military Division. The primary purpose of this position is to oversee electrical contractors’ work, non-journeyman apprentice and journeyman electrical work, and to provide electrical maintenance and minor construction services in the electrical trades. This position is assigned to the Base Civil Engineering (BCE) Shop, 124 Civil Engineer Squadron (CES), Idaho Air National Guard (IDANG); duty location is Gowen Field.

DUTIES AND RESPONSIBILITIES:

  1. Maintains a State of Idaho Journeyman Electrical License. Installs, and oversees the installation of electrical distribution systems, splices, pulls in and/or lays overhead and underground wire and cable. Installs electrical components such as insulators, transformers, voltage regulators, circuit breakers, junction boxes, switch boxes, and associated brackets and braces. Installs direct burial cable and cable in EMT, GRC, PVC, and all varieties of flexible conduit or concrete ducts. Cuts, bends, threads, and/or connects and mounts wire shield in conduit, shielded cable, or material such as wire mold. Completes mechanical and electrical connections to distribution system equipment such as transformers, junction boxes, distribution panels, bus bars, outlets, switches, fuses, and circuit breakers. Shapes, mounts, and connects conduit, tubing, wiring, and bus bars to complete connection of utility electricity to power lighting, heating equipment, control equipment, machinery, and circuits. Makes electrical connection to electrical power-operated equipment such as motors, motor starters, voltage and current regulators, solenoids, rheostats, switches actuated by manual, electrical, or mechanical power. Installs electrical storage battery banks.

  2. Inspects and enforces the National Electric Code on all State and Federal Facilities under the responsibility of the State of Idaho Military Division. Works from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to plan and layout the routing, placement, type, size, gauge, load balance of electrical continuity, and safe operation of electrical lines, circuits, systems, equipment and controls. Troubleshoots and repairs electrical circuits and equipment. Tests and analyzes utility electrical systems and equipment and isolates area of malfunction using devices such as voltmeters, ammeters, ohmmeters, and logic probes. Locates grounds, open circuits, and short circuits and corrects by repair or replacement of components and wiring. Inspects for scale, corrosion, and varmint damage to electrical circuitry and equipment and applies preventive treatment. Corrects devices and removes vegetation surrounding electrical target mechanisms. Adjusts electrical devices such as transformers, voltage regulators, switches, rheostats, and relays to provide the correct electrical function and voltage for the system or equipment being served. Cleans, refaces, or replaces electrical contact points. Cleans, lubricates, repairs or replaces mechanical components and parts of electrical switching, sensing, and controlling devices. Removes, disassembles, and repairs or replaces electrical units and components such as motors, generators, battery chargers, voltage regulators, control panels, heater elements, fuses, switches, phase monitors, and wiring. Maintains and troubleshoots Fire Alarm Systems, Security Systems and control systems.

  3. Responsible for overseeing all non-journeyman apprentice electrical work installed throughout the State of Idaho Military Division area of responsibility. Maintains tools and equipment. Performs inspection and testing of high voltage safety equipment and tools. Cleans and repairs hand tools, power tools, meters, control cables, special tools and equipment. Removes dirt and grease, lubricates and adjusts moving parts, and sharpens cutting tools. Removes dirt and grease, lubricates and adjusts moving parts, and sharpens cutting tools. Oversees all electrical installations, repairs or changes that have been installed or completed by any apprentice, facilities maintenance technician or helper electrician in entry level positions. Conducts and oversees all electrical training in high and low voltage applications. Oversees all electrical work performed under construction by contractor or facilities maintenance technicians. Oversees all electrical safety applications and monitors all safety procedures and practices utilized by OSHA and the State of Idaho Military Division.

  4. Performs repairs to systems integrated with computer carrier signals including the diagnosis of controlling electronic controls.

  5. Installs complete wiring systems in accordance with state and national electric codes.

  6. Estimates work-hour and material requirements for assigned routine projects. Prepares required paperwork for requisitioning materials.

  7. Supervisory duties (if assigned). Performs established supervisory functions and practices pertaining to full-time and temporary state employees in accordance with Idaho Military Division State Employee Personnel Regulations (IMD 3) and applicable policies and procedures. Establishes state employee performance standards; provides ongoing feedback and performance counseling; appraises performance not less than annually; and recommends corrective or disciplinary action when appropriate. Assigns and monitors the accomplishment of work. Coordinates personnel and position action requests (SPB Form 7), vacancy announcements, selection and hiring; employee training and development; and approves employee scheduling, leave and timesheets. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security, and workplace safety practices, policies, and regulations at all times. Maintains a safe and drug/alcohol free workplace.

  8. Performs other related duties and projects as necessary or assigned.

  9. Seasonal groundskeeping duties as necessary or assigned.

SUPERVISORY CONTROLS: Work is performed under general supervision under the State Maintenance Operations Manager. Operates with a high degree of independence and is guided by the National Electric Code, and policies, directives and regulations of the Adjutant General (TAG) and the National Guard Bureau (NGB).

PERSONAL WORK CONTACTS:The incumbent's contacts are with Electrical Contractors; military, state and federal technician personnel of the Idaho Military Division/Idaho National Guard; and personnel of various activities/units visiting Gowen Field and the OCTC.

WORK ENVIRONMENT / PHYSICAL EFFORT:Works inside and outside in all types of weather conditions. Stands on concrete floors and works on training ranges in rough terrain. Exposed to dangers of live fire ranges, pyrotechnics, laser frequencies, explosives, snakebite, and of working on towers and high voltage power poles. May be exposed to sulfuric acid when handling batteries used in operating remote-controlled target devices. Is exposed to the possibility of abrasions, cuts, burns, electrical shock, falls, and explosions. In addition, may be exposed to targets containing explosive charges equivalent to a 1/4-pound charge of TNT. Hearing protection devices, hard hats with face shield, and other safety equipment and devices are issued and must be worn when appropriate. Physical effort requires frequent lifting, positioning, and carrying of target mechanisms, tools, and equipment weighing up to 105 pounds. Items weighing in excess of 105 pounds normally involve more than one person. Work requires frequent bending, stooping, walking, standing, working in cramped positions, and climbing up and down a steep flight of stairs to reach a control tower.
