The Idaho Transportation Department is seeking anAutomated Program System Specialistto join our Bridge Section located at our Headquarters office, in Boise, Idaho. ITD is responsible for the inspection and maintenance of approximately 4350 public bridges in Idaho. Information for every bridge is documented in AASHTOWare BrM. This position will be responsible for managing the bridge asset information of all the public bridges located in Idaho by using and managing the AASHTOWare BrM Database.

The successful candidates must have a thorough understanding of database management, SQL, and testing of software to verify accuracy and compliance with ITD’s needs. The Program System Specialist must be organized, self-motivated, and able to communicate effectively.

Responsibilities:

System Development and Implementation

  • Plans improvements to existing Bridge Management Software as well as future priorities and processes to be automated.

  • Analyzes different alternatives alone or in conjunction with IT and business units.

  • Develops scopes and specifications for projects and software improvements and upgrades either standalone, or in partnership with IT and Bridge Section.

  • Coordinates with IT when they are proposing system changes as to impacts and requirements.

  • Evaluates how well systems are working in meeting business goals, keeping up with changes in software, automation, workflow, and changing organizational needs.

  • Creates monitoring systems to track and assess performance, find bottlenecks, and gather information for planning

  • Creates a vision for systems, processes, and workflows that keeps abreast of industry changes and leads the organizations in ongoing system changes that keep systems and process efficient and current.

  • Organizes teams to solve problems and issues as well as implement changes thereby ensuring the right people are involved for maximum organization efficiency and ensuring that different workgroups needs are met by workflows that cross different organizational areas.

Testing and Documentation

  • Coordinates with IT and Business for a successful rollout during the development and implementation of software projects.

  • Leads the business and IT on data cleansing and preparation of the old systems and process to be moved successfully to the new system.

  • Coordinates the development of new processes and workflows required of business units and IT as well as leading the organization to taking advantage of new features and abilities of the software.

  • Organizes testing with affected units, assesses results, and works with the project team to obtain resolution.

  • While the project is being finalized, lead the effort to create and roll out training, documentation, & manual updates including working directly or with the business units, to obtain any required regulatory approvals.

Training and Consultation

  • Works with end users to solve problems doing their day-to-day work as well as help work through workflow issues between sections.

  • Provides users with training and materials to users of ITD’s BrM systems. Provide refresher training as needed.

  • Monitors overall software performance and vendor assistance coordination.

  • Works with IT and Business units on minor changes to systems and process; Liaison to IT business and management for questions and planning; Provides a handoff to IT support when the problem is IT infrastructure related.

Minimum Qualifications:

  • Some knowledge of training methods.

Experience:

  • Interpreting and applying laws and regulations;

  • Analyzing system output data and data integrity;

  • Researching, identifying, and independently resolving automated case processing problems;

  • Providing technical assistance to the program's automated system users;

  • Translating technical material into easily understandable oral and written communications.
