POSITION GENERAL SUMMARY:

Performs the full range of clerical tasks in the detailed maintenance of the financial status of the Ada County Trash Billing Services department. Explains trash service standards and requirements to residential and commercial customers as well as maintaining customer accounts.

DISTINGUISHING FEATURES OF THE CLASS:

This is important clerical work involving responsibility for independently performing difficult financial record keeping tasks, or for supervising the receipt of funds. The work is performed in most instances under general supervision and the incumbent makes independent decisions in most cases. Supervision may be exercised over Account Clerks I. An employee in this class may be deputized to make clerical actions effective.

Essential Functions

  • Receives, calculates, and handles money from a variety of sources;

  • Posts and balances revenue items and cash receipts to individual customer accounts and appropriate registers;

  • Supervises and/or performs the accounting and receipting of funds from billing payments and makes deposits to Treasurer’s Office;

  • Acts as front-facing contact for public, working directly with customers in-person and through various methods, by responding to account and billing inquiries and adjustments, requests for service, and other issues related to the residential/commercial trash service;

  • Recommends cancellations and refund of individual customer charges;

  • Communicates effectively, both orally and in writing, with customers, co-workers, and others providing feedback and strong problem solving;

  • Checks invoices, vouchers and statements received;

  • Prepares monthly statement of revenue receipts;

  • Maintains accounts receivable ledger and prepares trial balances;

  • Audits time reports, invoices, and vouchers, and prepares checks for payment of obligations;

  • Checks records, transfer deeds, splits, and contracts on trash billing records;

  • Maintains budgetary control records of Ada County Trash Billing Services department;

  • Prepares periodic fiscal statements of Ada County Trash Billing Services operations;

  • Receives, distributes, and accounts for receipts and expenditures of funds;

  • Audits cash receipts for billing services and miscellaneous items;

  • Prepares requisitions and requests for payment; and

  • Operates computer terminals or office equipment and personal computers for daily posting.

ADDITIONAL FUNCTIONS:

  • Mails statements, collects, and accounts for amounts collected;

  • Updates addresses on legal descriptions of Billing Services Customer locations;

  • Provides information of a general nature about the trash service programs of the office and trash collection standards to residential and commercial customers;

  • Provides forms/applications for the programs of the office to the public;

  • Files documents;

  • May serve as a receptionist;

  • May type documents and memoranda/letters from rough draft into final form;

  • Performs a wide variety of clerical account keeping and related tasks;

  • Performs related duties as required.

Job Requirements

  • High school diploma or equivalent required, some business school or college courses in accounting preferred;

  • Some experience as an account clerk or related position with clerical-accounting experience required;

  • Good knowledge of business math;

  • Good knowledge of English grammar, spelling, and punctuation;

  • Good knowledge of the methods used in keeping fiscal accounts and records;

  • Good knowledge of office terminology, procedures, routines, and equipment;

  • Ability to grasp the relationship between numbers, accounts, and items in accounts;

  • Ability to understand and carry out complex verbal and written directions;

  • Ability to work with others in the accomplishment of the required work;

  • Ability to prepare detailed fiscal reports and instruct and direct the work of others;

  • Ability to handle money (currency, coin, and checks) and make proper change;

  • Ability to operate office equipment used to accomplish the work of the position.

Work Environment & Physical Demands

  • Work is typically performed onsite at the Ada County Billing Services Office with a typical work schedule of Monday – Friday, 8:00 am to 5:00 pm;

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;

  • May be required to lift up to 20 lbs.;

  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
