WSP USA Federal Pricing Manager in Blue Bell, Pennsylvania

WSP is currently seeking a Federal Pricing Manager to lead the development and implementation of pricing strategies to maximize profitability and minimize company risk. As Federal Pricing Manager, you will be a member of the Federal Contracts/Compliance Team and support the management and administration of U.S. Government contracts, including compliance with pricing provisions and clauses of the Federal Acquisition Regulation (FAR) and agency FAR supplements. This role involves complex data analysis, competitive pricing analysis, and collaboration with various departments to ensure pricing strategies align with overall business objectives.

The Federal Pricing Manager responsibilities include:

  • Review and interpret solicitation requirements; identify and develop questions addressing contractual requirements that impact pricing compliance and strategy and mitigate related risks

  • Develop cost and pricing exhibits designed to provide compliant and responsive proposal responses

  • Lead all cost volume content development, management, and publication prior to submission, including client solicitations, contract modifications, requests for equitable adjustments, and terminations for convenience

  • Develop and communicate pricing requirements in the proposal planning process

  • Build and populate pricing templates to facilitate identification and population of staff within the estimating data – interacting with Operations, Procurement, and outside sources as necessary

  • Develop, communicate, and execute pricing strategies within proposals

  • Assist in obtaining and negotiating subcontractor/supplier quotes

  • Coordinate and lead pricing reviews with Contracts, Senior Leadership, and other departments as necessary

  • Perform cost/price/profitability analysis on federal contracts

  • Provide pricing compliance training and company pricing policies and procedures awareness to finance, accounting, and operations personnel

  • Identify and lead opportunities to continuously improve pricing training, methodologies, templates, and skills

  • Prepare and/or review cost estimates and ensure prevailing wage cost rates are used, where applicable

  • Interfacing with U.S. government and commercial personnel on pricing inquiries and audits

  • Provide guidance and recommendations during project setup to ensure pricing compliance

  • Conduct internal audits on federal projects to assure company policies/procedures and government regulations are being met and followed

Required Qualifications:

What you will need…

  • 7-10 years of experience working in federal pricing for U.S. Government contracts with a proven track record of developing and implementing successful pricing strategies

  • Four-year bachelor’s degree in finance, accounting, business or related field from an accredited college or university

  • Ability to express yourself clearly and positively, both verbally and in writing, and have excellent interpersonal skills to communicate with multiple departments and senior leadership

  • Capability to respond to a variety of non-routine, and often complex, requests and demands

  • Comprehensive knowledge of the FAR, DFARS, and other agency FAR supplements

  • Expertise in government contracting, procurement regulations, federal contract cost principles, prevailing wage requirements, pricing negotiations and cost analysis

  • Proficient computer skills with advanced knowledge in Microsoft Word and Excel

  • Strong analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights

  • Ability to work independently, in team settings and under time pressured deadlines to accomplish objectives

  • Highest ethics, confidence and skills to manage multiple priorities in a dynamic and changing business environment
