The Cigna Group State Government Affairs Director in Bloomington, Minnesota

State Government Affairs Principal: IA, MN, MI, ND, SD, WI

Band 5

Location: Minnesota or Michigan WAH preferred

The State Government Principal, reporting to the State Government Affairs Senior Director in the Northern Region will be a key contributor to the State Government Affairs team supporting the success of The Cigna Group. The ideal candidate will have a mix of experience, including legislative and direct lobbying experience. Knowledge of the healthcare industry including insurance and pharmacy benefit management or another highly regulated industry is critical. The preferred candidate will demonstrate the ability to operate at a highly changeable, strategic, and collaborative level. This is both an external and internal role.

Primary Responsibilities:

  • Analyze and monitor critical government trends, proposed legislation and regulations and industry issues in order to provide a consistent and favorable business environment.

  • Analyze and recommend company positions on various state legislative and regulatory proposals and other administrative action and emerging issues.

  • Represent The Cigna Group’s interests with elected officials and regulators at all levels, including Governors, senior administration staff, Commissioners of Insurance, Attorneys General, and state legislators.

  • Provide information related to current legislative, regulatory, and other government activities to senior staff as appropriate and communicate effectively with appropriate line-of-business managers and legal partners.

  • Manage regulatory inquiries, ensuring timely, thorough, and well-documented implementation of regulatory actions including compliance, data reporting, corrective actions, and reporting.

  • Direct the development of or participation in initiatives and projects designed to address compliance by acting as a resource to matrix partners in compliance initiatives and activities.

  • Work with sales and account teams to provide government relations expertise and oversight related to securing and retaining business.

  • Represent The Cigna Group in state and national industry associations. Manage relationships with staff to facilitate and strengthen company influence with associations to obtain appropriate research and policy support.

  • Develop credible relationships with state officials and agencies/personnel to promote company interests.

  • Manage special projects, developing action plans and managing completion.

Minimum Qualifications:

  • 4-year college degree.

  • At least five years of experience in legislative analysis, lobbying, and/or direct regulatory interaction or equivalent experience.

  • Healthcare PBM experience preferred.

  • Excellent communication, interpersonal and negotiation skills, including the ability to effectively interact with and influence a variety of enterprise management, market, and account team associates, retained counsel, state legislators, and trade associations.

  • Demonstrated ability to manage outside counsel and a team of professionals.

  • Knowledge of client products, ability to analyze legislative proposals, recognize potential impact of legislation and communicate with managers of affected areas.

  • Strong analytical and problem-solving skills.

  • Proven ability to manage in a matrix environment without direct control.

  • Ability to work independently, exercise judgment, and manage multiple competing priorities.

  • Creativity and flexibility and demonstrated excellent organizational skills.

  • Ability to deal with clients at all levels and have effective working relationships with Regulatory and State Government Affairs staff.

  • Travel is expected.

    • Candidate must live in Minnesota or Michigan.
