Broome-Tioga BOCES Instructional Support Specialist - Special Education 12 Month Position in Binghamton, New York

12-month Position

Commences September 2024

MAJOR RESPONSIBILITIES:

The Instructional Support Specialist for Special Education will serve as the Systems Change Facilitator (SCF) within the Southwest Regional Partnership Center (RPC) contract under the New York State Education Department (NYSED)- Office of Special Education (OSE). The RPC's primary objective is to facilitate systems change efforts by offering a variety of support services, including regional learnings, targeted skills development groups, and intensive partnerships with regional educational organizations. Central to the role of the Systems Change Facilitator is the demonstration of evidence of the Partnership Center's impact on enhancing academic, social-emotional, behavioral, and post-secondary outcomes for students with disabilities. Working in collaboration with regional district and building leaders, the NYSED Office of Special Education (OSE), Family and Community Engagement Centers (FACE), community organizations, and Technical Assistance Partnerships (TAPs) at Cornell University, University of Albany, and New York University, the SCF will:

  • Implore principles of Implementation Science to ensure systems change.

  • Respond to directives of OSE and deploy resources of the Regional Partnership Center accordingly.

  • Oversee the development of high-quality Support Plans as established by OSE priority areas.

  • Conduct a needs assessment with identified EOs to determine specialist deployment and to better understand the systems change required within that district in collaboration with the FACE Center.

  • Ensure all work of the Regional Partnership Specialists is in alignment with OSE priorities. Participate in regional planning in collaboration with NYSED OSE.

  • Participate in quarterly meetings in-person or virtually for a joint meeting with NYSED staff and other System Change Facilitators.

  • Participate twice annually in both days of a two-day meeting (Fall and Spring) for the purpose of professional development and regional planning.

  • Facilitate monthly RLT meetings including specialists from the FACE Center. During support plan development, meetings will occur bi-monthly, minimally, and as requested by NYSED as needed.

  • Work in concert with the TAPs and FACE Center to plan, facilitate and conduct regional team check-ins.

  • Ensure delivery of high-quality professional development by all Center staff on an ongoing basis in their areas of expertise, including Specially Designed and Explicit Instruction, Culturally Responsive Education, Special Education Systems, Social - Emotional, Behavior Supports, Literacy and Transition Planning

  • Facilitate monthly collaborative meetings of the team and members of the Early Childhood and School-age Family and Community Engagement Centers to adjust and refine resource deployment toward the attainment of goals set.

  • Work with the leadership at the BOCES to develop and maintain the annual contract budget.

  • Oversee implementation of and submit required reports on all grant activities to OSE to ensure deliverables are met.

  • Participate as a member of the Broome-Tioga BOCES Professional Learning & Innovation Center Team through participation in team meetings and collaborative activities.

Job Qualifications

REQUIRED MINIMUM QUALIFICATIONS:

  • NYS Teaching Certification in Special Education

  • Passionate commitment and demonstrated effectiveness in improving outcomes for students with disabilities

  • Extensive knowledge of implementation science, systems change research and evidence-based practices for students with disabilities

  • Experience and a record of success as a team leader and in the provision of professional learning

  • Understanding of NYS and Federal laws and regulations regarding students with disabilities
