Summary This position is located with the Bureau of Indian Affairs, OJS, Internal Affairs Division in Billings, Montana. Criminal Investigator is responsible for the effective implementation of the Internal Affairs program for reviewing and investigating all complaints, whether initiated outside or within law enforcement units. Responsibilities Serves as a Criminal Investigator in Internal Affairs on Indian reservations and trust lands. Performs the full range of in-depth investigative duties requiring a comprehensive knowledge of law enforcement and skills. Conducts internal investigations of law enforcement officers misconduct. Organizes, plans, and conducts the investigation of major and/or sensitive criminal activity occurring on or impacting Indian country, which can be complex and intricate in nature. Apprehends, arrests, detains, and interviews all subjects suspected of violations of Federal, State, Tribal and local laws. Testifies at hearings and trials and secures search warrants through processing of affidavit. Gathers information at a crime scene, documents interrelationships of facts, relevance of evidence and validity of allegations involving criminal activity. Prepares and/or reviews reports of investigations to ensure they are prepared in a clear, concise, logical, and impartial manner for submission to the appropriate law enforcement, attorneys, or prosecutors office. Performs surveillance of sites and suspects and/or perform sensitive undercover assignments to obtain evidence, establish probable cause or link multiple suspects and events to criminal activity. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS FOR THE 1811 SERIES: (OPM Operating Manual, Qualification Standards). GS-11 GRADE LEVEL: 1 year of specialized experience equivalent to at least the next lower grade level of a GS-09 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: investigating, apprehending, arresting and detaining individuals related to an alleged violation of Federal, State, Tribal, and/or local laws, such as simple assault, burglary, auto theft or child sexual abuse; testifying at hearings and trails in Federal, State, Tribal and/or local court; independently preparing case reports pertaining to an investigation; securing search and arrest warrants through process of affidavit; developing intelligence data on individuals and organizations known or suspected of criminal activity and/or performing undercover assignments, under the supervision of a senior official; OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study. You must submit a copy of your transcripts; OR Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. You must submit a copy of your transcripts. GS-12 GRADE LEVEL: 1 year of specialized experience equivalent to at least the next lower grade level of a GS-11 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: carrying out the full range of in-depth investigative duties related to complex criminal matters; investigating criminal activity such as murder; manslaughter, arson and robbery using a high degree of independent judgement, immediate decisions, and initiative; performing surveillance of sites and suspects for extended periods of time to obtain evidence and establish probable cause of a crime; and preparing complex case reports of investigation, activity reports, and statistical reports as required. FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. NOTE: If you have previous law enforcement (LE) Federal experience, you must enter the number of MONTHS when you respond to the questionnaire. For example: if you have 5 years of Federal LE, you must enter 60 months, 4 years would be 48 months, etc. Otherwise, the system may screen you out. NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position. The full performance level of this position is GS-12.
