Position Title: Manager, Operations Section - Fertilizer

Position Purpose:

This position focuses on the long-term success of the section with an emphasis on continual improvement. Creates section budgets and continually evaluates actual cost relative to budget. Ensures that the facility plan, and priority list reflect the best utilization of resources to protect the integrity of the section and provide continual improvements. Ensures that systems are in place to train the staff to meet short-term and long-term requirements of the section. Challenges the staff to focus on safety, economics, and compliance for the section.

ESSENTIAL DUTIES:

  • Develop strategic plans and facilitate change in the organization focusing on the long-term success of the entire facility.

  • Coordinate and prioritize short- and long-term projects balancing site health, safety, environment, production and reliability as a focal point interacting with all departments.

  • Provide leadership to the assigned shift supervisors. The incumbent has primary knowledge of the section and provides technical operations advice and leadership to these supervisors on a daily basis. This includes planning, organizing, controlling, coordinating and scheduling work duties.

  • Provide leadership to the assigned section engineers with an emphasis on unit compliance, safety, efficiency, and continual improvement.

  • Responsible for managing an eight-figure budget and financial forecast including staffing/overtime, chemicals, materials, contractors, etc.

  • Manage unit operations, through the shift supervisors, and has the responsibility for all shifts, seven days per week, 24 hours per day, unless relieved during periods of vacation, illness or other authorized absences.

  • Give direction and administer delegated authority for compliance with regulatory authorities (such as Occupational Safety and Health Act (OSHA) and company safety regulations), absenteeism problems and overtime costs.

  • Motivate employees assigned to the areas by ensuring adequate staffing, uniform application of company policies and procedures and safe working conditions.

  • Develop training systems and assigns staff to provide continual training and updates for supervision and field technicians assigned to the section.

  • Assign staff to write, revise, and update area operating manuals and procedures as modifications are implemented or new regulations are established.

  • Responsible for administrative duties such as analysis of operations reports, authorization of work orders and preparation and control of unit budgets.

  • Ensure all equipment is running properly and is inspected, serviced, monitored, repaired, and overhauled as necessary. Make recommendations and sets priorities for decisions as they relate to general maintenance activities in these process areas. This includes, but is not limited to, general upkeep and repair of equipment, preventive maintenance planning and shutdown/start-up planning for the units.

  • Ensure safety goals are achieved by directing shift supervisors to conduct regular safety meetings, routine inspections, and audits of the operating areas. Verify that proper attention and priority is placed on correcting hazards.

  • Review recordable incidents and near misses and takes appropriate action to prevent reoccurrences.

  • Must meet the physical requirements as noted in the “Typical Physical/Mental/ Environmental Demands.”

Qualifications:

  • A broad understanding of chemical and solids handling processes, acquired through the completion of a bachelor’s degree in an Engineering Accredited commission/Accredited Board for Engineering and Technology (EAC/ABET) accredited engineering program; and 8 years of project coordination experience and/or technical monitoring of process unit operations; or

  • An associates degree in a power or process plant technology or similar program, and 10 years of project coordination experience and/or technical monitoring of process unit operations of which 3 are in a supervisor role; or

  • A high school diploma or equivalent (GED or HSED) and 12 years of petrochemical plant experience of which 3 are in a supervisor role.

  • Prior experience acting as a lead, in a step-up role, leading projects or as a supervisor.

  • Proficiency with personal computers and Microsoft Word, Outlook, and Excel.

  • A valid driver’s license.

Typical Physical/Mental/Environmental Demands:

This position requires frequent sitting; occasional walking, standing, stooping, bending, climbing stairs and ladders, kneeling, lifting and carrying up to 25 pounds, reaching above and below shoulder level, crawling, pushing and pulling up to 50 pounds, and use of computer keyboard; requires finger dexterity, good vision and hearing, and the ability to speak. On a daily basis, requires the ability to analyze data and reports, conduct research, implement recommendations, supervise others, develop plans, procedures, and goals, present information to others, and work under stress. The majority of job activities are performed indoors. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, noise, poor ventilation, and confined areas. This is a DOT Pipeline & Hazardous Materials Safety Administration qualified position.
