Principal Responsibilities: Supports the Area Production Directors and Sr. Maintenance & Reliability Managers in achieving key outcomes in safety, reliability, efficiency, cost, and customer service. Ensures compliance with all safety, health, environmental and quality standards within the area. Establish a culture of safety in working with area plant engineers, field operations and service providers, in the execution of all aspects of the role requirements. Inputs to and directly supports the execution of the Messer reliability program. Supports the organization for day-to-day pipeline, piping and pressure vessel troubleshooting support, including design, repairs, cathodic protection, permitting, modifications and right of way issues for Plant ISBL as well as OSBL piping systems, above ground as well as below ground. Executes area training initiatives and develops/delivers local training materials for area plant engineers and field operations responsible for pipelines, piping and pressure vessel systems, ensuring that they are trained to a level in line with the activities they are expected to undertake. Ensures that records are catalogued for all pipeline, piping and pressure vessel assets (i.e. construction records, as built documents, repair records, maintenance records, revalidation records and cathodic protection system reports) and are available to those who need them. Ensures that pipeline, piping and pressure vessel designs and operational activities comply with all relevant Messer, Federal (e.g. NRC, FRA, etc.), Local, & Nationally recognized (e.g. ASME, API, CGA, etc.) statutory code requirements. Develops and maintains pipeline, piping and pressure vessel reliability and maintenance procedures. Reviews the quality and completeness of related PM, CBM and reliability reports/data and agrees specific actions, as indicated, with the Area Management teams. Ensures that any remedial work is carried out satisfactorily. Qualify and manage outsourced engineering resources and consultants. Monitors the performance of their work, ensuring proper scope is assigned and the expected quality is received. Manages performance of contracted pipeline services for select pipelines. This includes ROW maintenance, Patrolling, CP Inspections, and any corrective actions resulting. Provide pipeline, piping and pressure vessel technical support, review, and approval of changes using the Management of Change (MOC) process. Provides Proposal support to the Project Execution group for pipeline, piping and pressure vessel projects under consideration. Undertakes and manages pipeline, piping and pressure vessel projects as and when appropriate. Provides input into the annual budget process for all pipeline, piping and pressure vessel and related project activities. Liaises with third parties and utility providers to ensure that pipeline assets are protected throughout their route. Liaises with the real estate department to obtain right of ways and easements for new projects. Represents the company where planning permission, permitting, easements, and other such authorizations are required. Represents Messer on pipeline committees of appropriate national and international professional and industr groups such as CGA. Must be able to travel as needed Additional duties as assigned Education/Experience Requirements: Bachelor's Degree in Engineering Discipline - Mechanical Preferred Minimum 10 years of experience in operational and engineering environment Ability to travel up to 25 - 40%. Interpersonal skills: Demonstrated exceptional operational safety leadership. Possesses strong communications skills at all levels. Excellent oral and written communication skills.

Other qualifications: Demonstrated ability to follow through to completion on projects and solutions. Demonstrated ability to challenge the status quo and improve existing processes/programs. Self-starter with the ability to manage multiple projects and achieve results. Strong analytical and quantitative skills. Proven understanding of regulatory and industry standards and codes Working knowledge of governing codes: ASME B31.8, B31.3, 40 CFR 190 - 199, CGA Documents, API welding codes, and NACE documents. Working knowledge of other technical specifications which are regarded by the ruling authorities as mandatory (e.g. codes for welding, cathodic protection, basic materials of construction, seismic protection). Knowledge of future engineering standard revisions or known revisions which may be in draft form to the applicable National code. Knowledge of pipeline corrosion protection methods and wrapping and coating technologies. Knowledge of pipeline system requirement for high pressure atmospheric gases, He, CO2, H2, NH3. Knowledge of requirements for underwater pipeline systems. Air Separation experience and knowledge a plus. About Messer:
