Position Overview

The Sr. Lead Specialist is based in the PFM team under the Governance Sector and technically supports the portfolio of existing PFM and related projects and will help advance DAI’s market position. The Sr. Lead Specialist will work with other PFM Practice and governance staff, helping to achieve targets for new business and direct utilization, ensuring technical excellence and adhering to DAI principles of diversity, equity, and inclusion. The Sr. Lead Specialist will spearhead new business efforts for public financial management including in the following areas: public planning and budgeting;revenue administration; budget execution; accounting; monitoring and evaluation; audit and fiscal oversight and associated areas of policy and public administration. Adjacent areas of interest include public finance as it relates to accountability and anticorruption.The position will help integrate PFM topics by leveraging global capabilities across DAI business units, including ongoing project work for USAID, UK, EU, and other international donors. In supporting project delivery, Sr. Lead Specialist will provide best in class technical assistance on a range of public financial management topics to national, regional, and local government agencies. The Sr. Lead Specialist will keep DAI on the cutting-edge of developments in the PFM sphere by developing customized tools, approaches, and research, and representing DAI in front of our client and at international fora related to public financial management.

This is a full-time position.

Responsibilities

The Senior Lead Specialist will undertake responsibilities in three main areas of new business development, project delivery and knowledge sharing. The Senior Lead Specialist will build and maintain a network of staff and consultants that can leverage project experience globally and build a broad base of expertise that can be used for technical assignments, proposals, thought leadership, and marketing.

Business Development and Growth

  • Support implementation of the Governance Sector growth strategy focusing on USAID and other US government agencies by helping to identify a pipeline of PFM opportunities.

  • Serve as a lead writer or proposal champion on complex and high-profile business opportunities to formulate technical approaches in response to RFP requirements.

  • Collaborate across DAI sectors and practices both in the U.S. and globally to leverage synergies and capabilities and strengthen DAI’s technical offering.

  • Expand the network of PFM consultants, including identifying excellent regional and local-national experts in support of proposal development efforts.

  • Represent DAI in front of the client and strengthen and expand strategic client relationships with USAID and other development agencies and organizations to enable better access to information on planned projects and procurements.

Program Implementation

  • Work with USG Business Unit Programs teams to ensure that select projects within the PFM project portfolio are delivered with high quality, on-time deliverables, meeting or exceeding their contractual targets and development objectives.

  • Lead or support delivery of DAI projects by providing specialized technical assistance in the incumbent’s area of specialization within public finance issues.

  • Ensure that client ratings for technical and managerial performance of PFM projects supported have technical ratings of very good or exceptional.

  • Engage with project teams to identify, adapt, and refine technologies, tools, solutions, and approaches that advance the project’s goals. These solutions may be technical or operational.

  • Participate in cross-sector initiatives that builds DAI’s technical leadership.

Market Positioning and Thought Leadership

  • Develop cutting edge practice knowledge products, technical tools, proprietary approaches, technical articles, blogs, thought pieces, etc. that highlight DAI experience for dissemination via online and other channels.

  • Present to USAID and other clients on technical solutions.

  • Represent DAI in high-level fora related to public financial management.

  • Additional responsibilities as deemed necessary.

Qualifications & Skills

Minimum Requirements:

  • Grade P10: Minimum of 15 years of relevant professional experience and university degree in fields such as Economics, Finance, Accounting, Business Administration, Political Science or International Affairs. Masters preferred. Equivalent combinations of education and experience will be considered.

  • Demonstrated familiarity with a wide range of USAID and other donor/multilateral policies, strategies and technologies related to PFM, economic policy, revenue generation, including their appropriateness in various development contexts.

  • Demonstrated experience contributing to winning technical proposals for USAID or other international donor clients, including designing technical solutions, building consortiums, writing technical sections and/or leading proposal development.

  • Solid written and oral communication skills, with the ability to communicate complex or technical information clearly, and tailor communication style to diverse audiences.

  • Abilityto build and maintain excellent working relationships with staff at all levels of the organization and external clients from diverse backgrounds.

  • Ability and willingness to travel to most countries where DAI currently operates or may wish to operate, barring times when DAI Global Security has deemed travel unsafe.

  • Professional working proficiency in a second language preferred (Spanish, French, Russian, Arabic or Portuguese)

  • Based in one of the following U.S. locations where DAI is registered: District of Columbia, California, Colorado, Florida, Georgia, Illinois, Maryland, Massachusetts, New Jersey, New York, North Carolina, Pennsylvania, South Carolina, Texas, Virginia, Washington.

Compensation & Benefits:

For employees working at the P10 level in the United States, the full-time equivalent annual base salary for this position is expected to be between $181,937 - $220,923.

Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.

Eligible U.S. based employees, will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, parental leave; as well as short- and long-term disability coverage.
