Office of the Director of National Intelligence IC Business Analytics Community Integrator in Bethesda, Maryland

Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability. Responsibilities IC-wide business analytics community. The year-old IC Business Analytics Think Tank (IC BATT) is expanding to all 18 IC members and the IC CDO needs strong officers to organize events, lead efforts to solve common problems-such as automating data calls-and build out communities of practice for the five business analytics domains - People, Money, Mission, IT/Data, and Facilities/Logistics. The officers will oversee the development of IC-wide dashboards and tools that would help inform IC leaders and make the workforce more productive. In an effort to minimize the need for data calls and surveys, the officers would seek data sets that could be brought together to create repeatable, reliable, and comparable analytics of people, finances, infrastructure, collection, and analysis. These officers will also participate in the development of performance metrics for strategic plans-in particular the IC Data Strategy-and provide insights into community performance, gaps, and solutions using data-driven methods and techniques. The officers will help oversee and guide new contracting efforts, including for application development and data engineering. They will prepare tailored briefings, reports, and presentations for ODNI leadership, senior policymakers, IC members and other intelligence consumers. They will promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. They will lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity. These officers will exercise the core duties and responsibilities of an Information Sharing and Safeguarding Officer, including: Provide oversight and leadership in the planning, development, and implementation of programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy Oversee and lead an evaluation of the potential impact of obstacles to information flow across the IC and work with policy analysts and Intelligence Community (IC) partners to develop and implement policy and process improvements. Provide oversight and leadership to ensure the maximum exchange of information throughout the IC and to nontraditional customers by balancing the responsibility-to-provide principle with the need-to-know standard as defined by existing policies, laws, and regulations. Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the Office of the Director National Intelligence (ODNI), the IC, and other U.S. Government agencies. Lead, oversee, plan, and develop the implementation of interagency information sharing activities and programs that coordinate and integrate the competing requirements and priorities of multiple stakeholders. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Mandatory Requirements: Bachelor's degree or work experience in business analytics, business intelligence, or closely related disciplines, such as data science, statistics, economics, business, mathematics, computer science, data visualization, or organizational psychology. Expert knowledge of IC tradecraft, processes, and data relating to one or more business analytics domains: Mission (e.g., intelligence collection, field operations, or intelligence analysis), Infrastructure (e.g., facilities, logistics), IT/Data (e.g. computer audit, data flow and storage), People (e.g. HR, contractors), and Money (e.g., finance, budget, procurement). Expert ability to generate IC-wide performance metrics, coordinate, and integrate execution of implementation plans, and oversee change management processes. Superior ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Superior ability in developing effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust. Superior ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government. Experience managing programs and guiding contractors to deploy technical capabilities. Excellent interpersonal and negotiation skills with a proven track record of partnering to develop mutually beneficial solutions for challenging problems. Desired Requirements: A successful track record of leading or managing business analytics in the IC, US military, or private sector. Experience working with legal, security, policy, and privacy counterparts on the intricacies and sensitivities of using IC business data. Experience with data visualization software, such as PowerBI or Tableau, statistical software packages, such as SAS or SPS, or querying relational databases, such as through SQL or Splunk. COTR or PM certifications. Education Bachelor's degree. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary. This is a mulitple hire vacancy.
