Summary The National Institutes of Health is seeking exceptional candidates for the position of Associate Director for Administration (Executive Officer). This is a career Federal position in the Senior Executive Service. See "Duties" section for a list of the major responsibilities. Responsibilities The NIH is seeking exceptional candidates for the following Associate Director for Administration (Executive Officer) positions: Associate Director for Administration, CIT Associate Director for Administration, NCATS Associate Director for Administration, NIBIB Associate Director for Administration, NIMHD Associate Director for Administration, NINR Listed below are some of the areas that an NIH Executive Officer (EO) may oversee: The EO is the principal advisor to the Institute/Center (IC) Director and senior staff on all phases of business management involved in operating the I/C. The EO has full authority to execute the business management policies of the IC and to commit the resources of the Institute to management activities. The EO is responsible for directing and supervising the financial management, workforce planning and human resources management, management analysis, information technology management, general administrative management, procurement, contracting and the coordination of the IC's Diversity, Equity, Inclusion and Accessibility programs. Duties include the development and formulation of new programs and the evaluation of existing programs with particular emphasis on efficient utilization of resources to assure the greatest probability of success. Serves as the IC's focal point for the coordination, preparation, and analysis of a wide variety of administrative reports and other documents associated with NIH, HHS, and other Federal agencies. The EO oversees the IC's annual budget and monitors the budget process to ensure the timely, appropriate, and efficient expenditure of funds against the annual allotment; anticipates changes in funding levels; prepares proposals and justifies current and increased expenditures; and alerts the Institute/Center Director and senior managers when significant changes in funding will impact the mission. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure the technical expertise required by this position and must be addressed within your five-page resume. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory): Your responses to the below PTQs must be incorporated into your five (5) page resume. Experience in administrative, supervisory, managerial, professional and/or technical work which provided the opportunity to acquire knowledge of management principles, practices, methods and techniques; as well as an understanding of the needs and problems of administering public programs, with the ability to develop innovative solutions to complex issues affecting an organization. 2. Application of strategic planning of human capital, workforce planning, and resource management including managing a diverse workforce and developing a subordinate staff; designing strategies to meet the organization's mission, strategic vision, and goals; achieving maximum potential of all employees in a fair and equitable manner; and ensuring effective management and utilization of resources. 3. Ability to advise the Director and senior management staff on all budget and financial management, legislative, administrative, information technology, organizational, and human resources matters affecting the organization. 4. Demonstrated senior-level experience which demonstrates a commitment to building strong working relationships, promoting a culture of sensitivity, teamwork that advance diversity, equity, inclusion and accessibility.
