ABOUT THE DEPARTMENT:

Our mission is to provide prompt assistance in a caring, resourceful and professional manner to those we serve. The Deschutes County 9-1-1 Service District became a consolidated public safety dispatching agency in 1988, taking all calls for police, fire, and medical service assistance in Deschutes County. The District dispatches for 15 police and fire/emergency medical services (EMS) agencies and works closely with the U.S. Forest Service, AirLink, Life Flight, Oregon State Police, and other State and Federal entities.

ABOUT THE JOB:

You will have the opportunity to be part of a forward-thinking, innovative technology team that works together to meet and fulfill the technical needs of the district. This position is responsible for strategic IT vision and plans and manages communication system operations of the County 9-1-1 Service District to provide reliable emergency services communications for the County; manages technical staff and technology systems for the multi-agency regional consolidated Public Safety Answering Point (PSAP) and dispatch system; monitors operations to assure the PSAP technology meets service demand requirements.

This position is a full-time position, Monday-Friday 8 a.m. – 5 p.m. with County holidays off.

Key Responsibilities:

  • Managing strategies to maintain and update integrated communications systems.

  • Managing technical support staff, and assigning duties and responsibilities.

  • Managing technology contracts and RFPs.

  • Managing coordination with County departments, District Partners, and regional government agencies.

  • Developing plans for disaster recovery, back-up procedures, and security issues.

  • Assures effective communication of technical issues; assures all technical issues are properly addressed and resolved; manages budget and expenditures.

  • Directs the testing of communications center equipment for proper functioning; coordinates the maintenance and repair of communications center equipment and components.

  • Performs other duties as business needs necessitate.

What You Will Bring:

Knowledge of or experience with:

  • Public safety communications principles, practices, methods, techniques, and equipment.

  • Operating and maintenance standards for a variety of complex computer and communication systems and software applications unique to a Public Safety Answering Point (PSAP).

  • Principles and practices of technology project planning, technology management, communications system development, and systems integration in a government environment.

  • Techniques and practices for efficient and cost-effective management of resources.

  • Principles and practices of administrative management, including personnel rules, budgeting, procurement, contract management, risk management, and employee supervision.

  • Record keeping and records management rules and standards.

  • Standard and specialized computer software applications.

Skill in:

  • Analyzing communications systems problems, evaluating alternatives, and making logical recommendations based on findings.

  • Exercising initiative to develop and implement effective operating procedures for communications systems in a complex environment.

  • Installing, configuring, testing, operating, and managing communications network systems and equipment.

  • Solving technical problems involving integrated operating systems and hardware platforms.

  • Assessing and prioritizing multiple tasks, projects and demands, and coordinating the work of others.

  • Planning and directing the work of contract service providers.

  • Managing staff, delegating tasks and authority, and coaching to improve staff performance.

  • Compiling and analyzing operational data, and preparing and maintaining accurate records.

  • Communicating effectively verbally and in writing.

Compensation

$9,113.07 to $12,212.38 per month for a 173.33 hour work month. Excellent County benefit package when eligible. This position is available immediately.

Minimum Qualifications

  • Associate’s degree in Computer Science, Business, Public Administration, or a related field;

  • AND three years of IT project management experience related to technology in emergency services communications center programs, including managerial experience;

  • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.

Preferred Qualifications:

  • Bachelor’s degree in information technology, Computer Technology, or a related field; AND five (5) years of IT operations, application development, and technical support and project management experience related to technology in emergency services communications center programs, including managerial experience; OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.

Necessary Special Requirements

The employment offer will be contingent upon pre-employment screening for criminal history and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). These screenings must be completed with satisfactory findings in order for a formal offer of employment to be extended.
